Seller preparation
What West University Place buyers will ask, and what to have ready
City permits, trees and zoning shape every project
West U requires a permit before anyone builds, alters, repairs or demolishes a structure, including fences, generators and pools. Projects that touch zoning, setbacks or pervious area take about 10 to 15 business days of review, new-home plans need drainage plans and a soils report, and any work that could affect a tree of 10 inches or more needs a tree disposition plan approved by the Urban Forester. Contractors may work 7 a.m.-7 p.m. weekdays, 8 a.m.-5 p.m. Saturdays and noon-5 p.m. Sundays.
- Demolition must be finished within 10 days of starting; neighbors get a letter about hours and parking.
- Pool enclosures must pass inspection before water goes in.
- Variances go to the Zoning Board of Adjustment ($1,000 per request).
What buyers will do: Before you make an offer on a house you plan to add on to or replace, compare the lot to the zoning ordinance, note large trees on and next to the lot, and call the permit desk (713-662-5833) about open or expired permits.
What to have ready: The recorded deed restrictions for your section and the permits or approvals for past additions, pools, fences and remodels.

Poor Farm Ditch and drainage projects
The state historical marker says residents incorporated West U in 1924 largely because of frequent flooding. Today the city says most of its mapped floodplain lies near Poor Farm Ditch next to Southside Place, within the Buffalo Bayou and Brays Bayou watersheds, and its 2019 study found limited drainage capacity across most of the city. New and substantially improved buildings must sit at least two feet above base flood elevation, including air-conditioning equipment.
- Effective FIRMs are dated June 18, 2007; older maps matter for homes built before then.
- East Side drainage Package One is complete; Package Two began May 2024; the West Side trunk line is in design.
- HCFCD lists $31.3 million secured for Poor Farm Ditch (June 2023), with no construction status posted.
What buyers will do: Look up the address on FEMA's map and HCFCD's tool, ask for the elevation certificate and claim history, and get a flood insurance quote before the option period ends.
What to have ready: Your seller’s disclosure flood answers, any elevation certificate, your flood insurance declarations page and records of any claim, repair or mitigation work.

Taxes: city, Houston ISD and county units
A West U home is taxed by the City of West University Place ($0.22222 per $100 adopted for 2026; $0.229441 in 2025), Houston ISD ($0.8421, adopted 2026), Harris County ($0.41750, 2026), Flood Control ($0.05266, 2026), the Hospital District ($0.19528, 2026), the Port ($0.00603, 2026) and the Department of Education ($0.0048, 2025). The city has no general homestead exemption; HISD's is $140,000 plus 20% of appraised value. The Harris County Tax Office sends one combined bill.
- The seller's bill reflects the seller's value and exemptions; yours starts from HCAD's value after the sale.
- Confirm on the HCAD account whether Houston Community College is a taxing unit.
- File your own homestead exemption with HCAD after closing.
What buyers will do: Pull the HCAD account to list the taxing units and estimate taxes at your purchase price before you set your budget.
What to have ready: Your latest tax statement with its list of taxing units and your exemptions. Buyers know their own bill will be figured on their own value and exemptions, so a clear breakdown helps.

Insurance and disclosures: buyers will price homeowners and flood insurance before they commit. Have your current declarations pages, any elevation certificate and any flood-claim history ready; Texas sellers also answer flooding questions on the seller’s disclosure notice (Texas Property Code §5.008).
