Memorial, Houston: Homes and Neighborhood Guide

Memorial is several different places that share one name: six small, separately incorporated Memorial Villages, deed-restricted Memorial neighborhoods inside the City of Houston, and the parks and business districts around them. This guide shows which city, school district and building rules apply before you choose a home.

Five Reasons People Love Living in Memorial

  1. 1
    Memorial Park and the Arboretum

Memorial Park covers 1,500 acres with more than 30 miles of trails, and the Kinder Land Bridge and prairie opened in 2023. The Houston Arboretum on Woodway Drive has free admission.

  2. 2
Some of the biggest lots on the west side

HAR's 2025 facts show a median lot of 21,950 sq ft in Hunters Creek and 25,841 sq ft in Piney Point Estates, against 7,697 sq ft in Nottingham West. Lot size depends heavily on which part of Memorial you pick.

  3. 3
    Village zoning and village services

The villages incorporated in 1954 and 1955 largely to control zoning. They are served by their own police departments (Memorial Villages Police, Spring Valley Village Police and Hedwig Village Police) and by the Village Fire Department, which the six villages own.

  4. 4
Shopping on I-10 and Memorial Drive

Memorial City Mall and CITYCENTRE sit along I-10, and Town & Country Village at 12850 Memorial Drive has more than 90 retailers including a Randalls grocery.

  5. 5
    Job centers at both ends

West of the villages, the Energy Corridor District names large employers such as bp, ConocoPhillips and Shell and says the area supports more than 56,000 jobs. Closer in, TIRZ 17 covers the offices, hospital and commercial district of Memorial City and CITYCENTRE.

Five Things You Should Know Before Moving to Memorial

  1. 1
    Memorial is not one city

Six villages (Bunker Hill, Hedwig, Hilshire, Hunters Creek, Piney Point and Spring Valley) are separate cities, while the rest of Memorial is inside the City of Houston and relies on deed restrictions instead of zoning. A Houston 77024 mailing address does not tell you which one you are in; the HCAD account does.

City of Houston Super Neighborhood 16 City of Houston deed restriction enforcement HCAD

  2. 2
    Tax rates swing by address

2025 city rates per $100 ran from $0.205164 in Hunters Creek Village to $0.529226 in Hilshire Village, and the City of Houston's was $0.519190. Some village addresses also pay the Memorial Villages Water Authority ($0.022920 in 2025). A quoted rate is not your bill.

Spring Branch ISD tax office: village rates City of Houston 2025 tax rate notice

  3. 3
    Buffalo Bayou and reservoir releases

Buffalo Bayou forms the southern edge of Houston's Memorial super neighborhood and carries water released from the Addicks and Barker reservoirs after storms. In April 2026 a federal claims judge ruled that the Corps' Hurricane Harvey (2017) releases added flooding to homes along the bayou.

City of Houston Super Neighborhood 16 U.S. Army: Addicks and Barker dams Houston Public Media via KEDT (April 2026)

  4. 4
Tree and building rules add steps

Bunker Hill requires a permit to remove any tree 5 inches or more in diameter, with fines up to $2,000 per tree, and Piney Point's threshold is 3 inches. Hunters Creek requires a pre-construction meeting and Spring Valley requires fire sprinklers in new homes.

Bunker Hill tree removal Piney Point Village urban forester FAQ Hunters Creek permits

  5. 5
Prices and school districts vary too

HAR's 2025 median market values run from $531,025 in Nottingham West to $1,621,512 in Hunters Creek. Spring Branch ISD serves the villages, but Piney Point lists both Spring Branch ISD and Houston ISD and some Houston-side addresses are in HISD, so confirm the district for each address.

Who Might Love Memorial?

  • Buyers who want established, tree-lined streets and, in parts of Memorial, lots of half an acre or more
  • Buyers who want Memorial Park's trails and the Arboretum within reach
  • Buyers who like the idea of a small village city with its own zoning, permits and police
  • Buyers who want Memorial City, CITYCENTRE and Town & Country Village for everyday shopping
  • Buyers who want a home on the I-10 corridor between the Energy Corridor and the West Loop

Who Might Prefer Somewhere Else?

  • If you want one association and one set of deed restrictions instead of six village codes, you may prefer Tanglewood.
  • If you want a small city with its own police and zoning in Houston ISD, next to Rice Village, look at West University Place.
  • If your budget sits below most village prices, start with Memorial West, where Nottingham West's 2025 HAR median was $531,025.
  • If you want to live close to the big Energy Corridor employers, compare the Energy Corridor.

Everyday Convenience in Memorial

  • Errands happen on the corridors Most shopping sits along I-10 (Memorial City, CITYCENTRE near Beltway 8) and Memorial Drive (Town & Country Village). Hedwig Village is the exception among the villages, with restaurants on the Katy Freeway frontage and Gaylord Drive. CITYCENTRE Town & Country Village Hedwig Village 2026 restaurant guide
  • Trails, with one closure Memorial Park has more than 30 miles of trails, including the 3-mile Seymour Lieberman Trail, but its western Outer Loop Trail is closed until 2027 for Memorial Groves construction. Hunters Creek Village maintains 6.33 miles of hike and bike paths. Memorial Park Conservancy: maps City of Hunters Creek Village
  • Some bus service on Memorial Drive METRO Route 20 runs on Memorial Drive with stops inside Memorial Park, and Route 84 stops at the West Loop and Woodway. Memorial Park Conservancy: getting here
  • I-10 rebuild still in planning TxDOT proposes rebuilding 6.3 miles of I-10 from Voss Road to I-45 and extending the Katy managed lanes. The project is still in planning and environmental review. TxDOT: I-10 Inner Katy, Voss Road to I-45

Michael’s Take Broker opinion, based on the sourced facts above

My take: Never shop "Memorial" as one place. Pull the HCAD account first, because it tells you which city, which tax rate and which building rules come with the house. Then compare two or three specific neighborhoods side by side, and finish the flood homework on any lot near Buffalo Bayou or its creeks before you fall for the trees.

Memorial vs. Nearby Neighborhoods

Memorial vs. West University Place

Choose West University Place and you gain: One small city with its own police, fire, water and trash service, a 2025 city rate of $0.229441 per $100 and Rice Village next door.

You give up: HAR's 2025 median lot is 7,500 sq ft and the median market value is $2,108,596, and schools are Houston ISD rather than Spring Branch ISD.

Memorial vs. Tanglewood

Choose Tanglewood and you gain: One homes association and one set of deed restrictions, with Galleria shopping and the METRORapid Silver Line on Post Oak Boulevard.

You give up: You pay a 2026 association fee of $3,150 per lot plus the City of Houston rate, and HAR's 2025 median market value is $2,437,657.

Memorial vs. Memorial West

Choose Memorial West and you gain: Houston-side subdivisions with HAR 2025 medians from $531,025 to $1,098,995 and Terry Hershey Park along the bayou.

You give up: No village zoning or village police, and every subdivision has its own deed restrictions and association.

Questions buyers ask about Memorial

Is Memorial a good place to live?

It suits buyers who want established, wooded neighborhoods, Memorial Park and shopping along I-10 and Memorial Drive, and parts of it have very large lots. The catch is that Memorial is six village cities plus Houston neighborhoods, so taxes, building rules, school districts and prices change with the address. Check the HCAD account, the school district and the flood maps for the exact street.

What are the downsides of living in Memorial?

Rules change with the address: 2025 city rates ran from $0.205164 in Hunters Creek Village to $0.529226 in Hilshire Village per $100, against Houston's $0.519190. Buffalo Bayou carries Addicks and Barker releases, and in April 2026 a federal judge ruled the Harvey releases added flooding along the bayou. Village tree and permit rules also add steps to any rebuild.

The parts of Memorial

In short: “Memorial” has no single official boundary. Inside the City of Houston, the city’s Memorial Super Neighborhood runs from I-10 to Buffalo Bayou and from the villages west to about State Highway 6. The six Memorial Villages are separate cities with their own councils, taxes and permits. Memorial City, Memorial Park and the Energy Corridor are separate districts that share or border the name.

The Memorial Villages

Bunker Hill, Piney Point, Hunters Creek, Hedwig, Hilshire and Spring Valley Village are six small cities incorporated in the 1950s. Each sets its own tax rate, zoning and building rules. The Village Fire Department serves all six; the Memorial Villages Police Department serves Bunker Hill, Piney Point and Hunters Creek.

Memorial inside Houston

Neighborhoods such as Memorial Bend, Frostwood, Memorial Forest and Nottingham Forest are in the City of Houston (a few Memorial Forest civic club addresses are in Bunker Hill Village), which has no zoning; their deed restrictions and civic associations set most neighborhood rules, and the city issues permits.

Memorial City and Memorial Park

Memorial City is a commercial district of shopping, dining, offices, residences and hotels around Memorial City Mall, inside Houston near I-10 and Beltway 8, with its own redevelopment zone (TIRZ 17). Memorial Park is a 1,500-acre city park inside Loop 610, east of the villages.

Sources: Memorial City (MetroNational) · TIRZ 17 Redevelopment Authority · Memorial Park Conservancy · City of Houston

The Energy Corridor

Along I-10 from Kirkwood Road to just west of Barker Cypress Road, overlapping the west end of the Memorial super neighborhood, the Energy Corridor is a management district set up under state law, not a city. Spring Branch, Houston and Katy ISDs all serve parts of it.

Flood maps and buyer due diligence

Memorial sits along Buffalo Bayou and its tributaries, downstream of the Addicks and Barker reservoirs. That tells you where to research, not what happened to any home.

  • Look up the address on FEMA’s Map Service Center and the Harris County flood tools.
  • Read the seller’s disclosure for prior flooding and claims; ask for any elevation certificate.
  • Get a flood insurance quote during the option period, even outside a mapped zone.

Deed restrictions, associations and building rules

In the villages, the city’s zoning and building codes set lot size, setbacks, height, lot coverage and tree protection. Inside Houston, which has no zoning, the subdivision’s recorded deed restrictions and its association usually set those rules, and the city issues the permits.

New construction and renovated homes

HAR’s 2025 neighborhood facts show median years built from 1959 (Memorial Forest) to 1982 (Memorial Thicket) in the Houston neighborhoods in this guide, and from 1961 to 1999 in the village neighborhoods HAR reports. Before you buy to remodel or rebuild:

  • Order a survey and check easements, setbacks and the floodplain on it.
  • Ask the city (or the association) about tree surveys, protected trees and removal permits.
  • Confirm drainage and grading-plan requirements and how long plan review takes.
  • For an older home, inspect the foundation, sewer line (camera scope), roof, electrical and plumbing.

Memorial questions, answered

What is considered the Memorial area in Houston?

There is no single official "Memorial." The City of Houston's Memorial super neighborhood (No. 16) runs from I-10 to Buffalo Bayou between the Memorial Villages and roughly State Highway 6. Six separate small cities, the Memorial Villages, sit on its eastern edge, and Memorial Park and Memorial City are separate places that share the name.

Sources: houstontx.gov · houstontx.gov · memorialcity.com Checked Oct. 22, 2026

What are the Memorial Villages in Houston?

Bunker Hill, Hedwig, Hilshire, Hunters Creek, Piney Point and Spring Valley villages. Each is its own incorporated city with its own council, tax rate and permit office, even though homes there use Houston mailing addresses. The six cities share one fire and EMS provider, the Village Fire Department, which Spring Valley Village describes as collectively owned and operated by the six cities, with one commissioner from each.

Sources: villagefire.org · springvalleytx.com · springbranchisd.com Checked Oct. 22, 2026

Is Piney Point Village in Houston?

No. It has Houston mailing addresses, but Piney Point Village is its own city, a Type A general-law municipality with its own council and permits. The city lists both Spring Branch ISD and Houston ISD as school districts, so the district depends on the address.

Sources: cityofpineypoint.com Checked Oct. 22, 2026

What county is Piney Point Village in?

Harris County. HAR's tax tables for Piney Point Village neighborhoods list Harris County units alongside the city, Spring Branch ISD and the Memorial Villages Water Authority. Check the HCAD account for the exact taxing units on any property.

Sources: har.com · springbranchisd.com Checked Oct. 22, 2026

Who polices the Memorial Villages?

It depends on the village. The Memorial Villages Police Department covers Bunker Hill, Piney Point and Hunters Creek; Spring Valley's police also serve Hilshire; Hedwig Village has its own department. Houston police cover Memorial addresses inside the city.

What school district is Memorial in?

It depends on the address. Spring Branch ISD (about 44 square miles along I-10) serves the Memorial Villages and many Memorial neighborhoods, but Piney Point Village lists both Spring Branch ISD and Houston ISD, and the Energy Corridor District says schools in its area belong to Katy ISD, Houston ISD and Spring Branch ISD. Use the district's own address lookup for any specific home.

Does Memorial Houston flood?

Flood risk is specific to each address, so there is no single answer for the whole area. Memorial drains to Buffalo Bayou, downstream of the Addicks and Barker reservoirs. For any home: look up the address on FEMA's Map Service Center and HCFCD's Flood Education Mapping Tool, read the seller's disclosure for past flooding and insurance claims, ask for an elevation certificate if one exists, and get a flood insurance quote during the option period. Our Houston flood maps guide walks through each step.

What is Memorial City?

A commercial district of shopping, dining, offices, residences and hotels around Memorial City Mall, inside the City of Houston (its website carries a MetroNational copyright). The area overlaps TIRZ 17 (about 1,000 acres between Beltway 8 and Gessner on both sides of I-10) and the Memorial Management District, which fund roads, drainage and upkeep.

What is considered the Energy Corridor in Houston?

Officially, the Energy Corridor District: more than 2,000 acres along I-10 from Kirkwood Road to just west of Barker Cypress Road, and down Eldridge Parkway to just south of Briar Forest Drive. It is a management district in Harris County set up under a 2001 state law (Senate Bill 1226), not a city.

Sources: energycorridor.org · capitol.texas.gov Checked Oct. 22, 2026

Is the Energy Corridor in Katy?

No. The Energy Corridor District is a Harris County management district tied by law to the City of Houston; it is not part of the City of Katy. Some schools in the area are in Katy ISD, along with Houston ISD and Spring Branch ISD, so check the school district by address.

Due diligence

What Buyers Should Know Before Moving Here

Every Houston neighborhood has important details that buyers should understand before purchasing. Here are three key things to investigate before making an offer in Memorial.

01

Village or City of Houston: check before you compare

Bunker Hill, Hedwig, Hilshire, Hunters Creek, Piney Point and Spring Valley are separate cities with their own councils, zoning, permits, police and, in some, water. Their 2025 rates per $100 were $0.271000 (Bunker Hill), $0.336334 (Hedwig), $0.529226 (Hilshire), $0.205164 M&O (Hunters Creek), $0.255140 (Piney Point) and $0.39500 (Spring Valley), billed with Spring Branch ISD taxes; some addresses also pay the Memorial Villages Water Authority ($0.022920). Houston addresses pay the city's $0.519190 (2025) and rely on deed restrictions instead of zoning. Harris County units ($0.4175 county, $0.05266 Flood Control, $0.19528 Hospital, $0.00603 Port, 2026) apply to both.

  • Village homestead and over-65 exemptions differ; Hedwig, Hilshire and Spring Valley list a 20% homestead exemption.
  • Tree rules range from 3-inch (Piney Point) to 5-inch (Bunker Hill) permit thresholds.
  • The seller's bill is not your bill; HCAD values the home after the sale and you file your own exemptions.

Before you make an offer: Read the taxing units on the HCAD account to confirm which city the address is in, then check that city's tax rate, tree ordinance and permit rules before you make an offer.

02

Spring Branch ISD or Houston ISD by address

Spring Branch ISD is the school district for the Memorial Villages, and its school finder returns current and future zoned schools for an address. Piney Point Village lists both Spring Branch ISD and Houston ISD, and some Memorial-area addresses inside Houston are in HISD. SBISD adopted a 2025-26 tax rate of $1.0231 per $100 with a 20% local homestead exemption on top of the $140,000 state exemption; HISD's adopted 2026 rate is $0.8421.

  • Village websites list nearby SBISD campuses, but zones are set by the district.
  • For HISD addresses, use the School Zone Search tool or call 713-556-6734.

Before you make an offer: Run the exact address through the district's school finder and confirm the assignment with the district before you make an offer.

03

Buffalo Bayou and Addicks-Barker releases

Memorial is in HCFCD's Buffalo Bayou watershed. The Army Corps built Barker (1945) and Addicks (1948) reservoirs upstream; their gates close during storms and the stored water is released into Buffalo Bayou afterward, normally up to 2,000 cubic feet per second combined at the Piney Point gage. In April 2026 a federal claims judge ruled that the Corps' releases after Hurricane Harvey (2017) added flooding to homes along Buffalo Bayou; the case moved to a damages phase. Exposure depends on the lot's distance from the bayou and its tributaries and the home's elevation.

  • Piney Point Village holds monthly drainage meetings and reviews drainage plans for construction.
  • HCFCD's Flood Warning System shows bayou levels and offers alerts.
  • MAAPnext draft maps cannot be used for insurance yet.

Before you make an offer: Look up the address on FEMA and HCFCD maps, ask whether the house flooded in 2017 and for the elevation certificate and claim history, and price flood insurance before your option period ends.

Buyer questions

Buying in Memorial: common questions

What are the pros and cons of living in Memorial?

Buyers point to Memorial Park and the Arboretum, village police and the shared Village Fire Department, village zoning, wooded streets and nearby shopping. The trade-offs are rules that change with the address, Buffalo Bayou and reservoir-release flood exposure, strict village tree permits, extra construction review steps and planned I-10 work.

What should buyers know before buying a home in Memorial?

Confirm from the HCAD account whether the address is in a village or the City of Houston, since that sets taxes, permits, police and water. Confirm the school district and zoned schools with Spring Branch ISD or Houston ISD, check flood maps and the house's own flood history, and read the tree and permit rules before planning changes.

Are the Memorial Villages part of the City of Houston?
