Five Things You Should Know Before Moving to Sienna

  1. 1
Levee and MUD taxes by section

Sienna has no single tax rate. Sienna Parks and LID adopted $0.4125 per $100 for 2025, and FBCAD's 2024 table lists Sienna MUD rates from $0.4075 (MUD 3) to $1.05 (MUDs 6 and 7). HAR's tax tables show some sections, such as Shipman's Landing and Waters Lake, also paying Missouri City's $0.570825 (2025).

  2. 2
Gated sections and resale fees add up

The 2026 master assessment is $1,580 a year for non-gated homes. Under the associations' 2022 schedule, gated neighborhoods added $382 to $8,202 a year, and sellers paid a 0.5% community enhancement fee on resales.

Sienna: Community homeowners associations Sienna associations: 2022 fee schedule

  3. 3
The Brazos side of the map

Sienna sits along the Brazos behind its levee district. During Harvey in 2017, KHOU reported an eroded section on the Sienna Plantation levee as the river crested at a record 55.19 feet at Richmond, and NWS lists street flooding on Sienna Parkway and McKeever Road at a 53-foot stage. A Precinct 4 presentation names Sienna Plantation among areas at risk from Brazos bank erosion, with a proposed toe-dike program not yet built.

  4. 4
    City status is still changing

Missouri City annexed Sienna Plantation MUD No. 2 onto its 2024 tax rolls and announced on Oct. 6, 2026 that it is preparing to annex Sienna MUD No. 3; if approved, city taxes there start in fall 2027.

City of Missouri City: Annexation questions and answers City of Missouri City: Sienna MUD No. 3 annexation notice (Oct. 6, 2026)

  5. 5
Golf is not part of the HOA

The developer describes Sienna Golf Club & Grille as semi-private with limited public access and does not publish membership terms or fees, so treat golf as a separate cost until the club confirms it.

    Sienna: FAQ

Who Might Love Sienna?

  • Buyers who want a new home and a long list of builders and floor plans to choose from
  • Buyers who want a waterpark, sports complex, lakes and trails inside the community
  • Buyers who want golf inside their master plan on a semi-private course
  • Buyers who want a gated section or an estate homesite

Who Might Prefer Somewhere Else?

  • If you want lower MUD rates and a finished club community, compare Riverstone, where new construction is nearly gone.
  • If you want a 1970s to 1990s resale outside a master plan, look at Quail Valley or Lake Olympia in Missouri City.
  • If you want new construction off SH 288 in Alvin ISD, see Meridiana.

Michael’s Take Broker opinion, based on the sourced facts above

My take: Sienna's amenities are real, and so is the tax math. Before a buyer signs, I want to see the FBCAD account or the builder's tax disclosure for that exact section, the resale certificate with any gated assessment, and where the lot sits relative to the levee and the river. Two homes a mile apart here can carry very different monthly costs.

Sienna vs. Nearby Neighborhoods

Sienna vs. Riverstone

Choose Riverstone and you gain: Lower MUD rates ($0.18 to $0.34 per $100 on the county's 2025 figures) and a $1,330 master assessment for 2026.

You give up: Almost no new construction; the final section, Monet Estates, started at $1.49 million in 2024.

Sienna vs. Meridiana

Choose Meridiana and you gain: New homes from 10 builders, a resident water park and schools inside the community, in Alvin ISD off SH 288.

You give up: MUD rates of $0.90 per $100 (2025) and Brazoria County's coastal windstorm rules for TWIA coverage.

Sienna vs. Missouri City

Choose Missouri City and you gain: Older resale neighborhoods such as Quail Valley, with smaller district rates like Quail Valley MUD's $0.1365 (2025).

You give up: Homes from the 1970s (HAR median year built 1975 in Quail Valley East) and drainage split among the city, MUDs and levee districts.

Questions buyers ask about Sienna

Is Sienna a good place to live?

It suits buyers who want new construction from many builders and a large amenity network, with Club Sienna, Camp Sienna, lakes, trails and a golf course, in Fort Bend ISD by the developer's account. The main checks are your section's MUD and the levee district tax, any gated assessment and resale fee, and the lot's position near the Brazos levee.

What are the downsides of living in Sienna?

Taxes stack: the levee district at $0.4125 (2025) plus a section MUD that reached $1.05 on FBCAD's 2024 table, and city tax in some sections. Gated sections carry added assessments, Missouri City annexation is still moving through the community, and the Brazos levee and bank erosion are on the county's radar.

Due diligence

What Buyers Should Know Before Moving Here

Every Houston neighborhood has important details that buyers should understand before purchasing. Here are three key things to investigate before making an offer in Sienna.

01

Your section's MUD, the LID and the city

Sienna has no single tax rate. Sections on HAR's tax tables pay Fort Bend County ($0.412 per $100, 2025), the drainage district ($0.01), Fort Bend ISD ($1.0569, 2025) and Sienna Parks and LID ($0.4125, 2025). Then the section's MUD is added: the developer lists MUDs 3, 4, 6, 7, 10 and 12 and a no-MUD section called the Woods, and FBCAD's 2024 table shows rates from $0.4075 to $1.05. HAR's tables show Shipman's Landing, Waters Lake and Sienna Acreage Estates also paying Missouri City ($0.570825, 2025). If the proposed Sienna MUD No. 3 annexation is approved, city taxes would start there in fall 2027. School districts exempt $140,000 of a homestead's value, and the seller's bill is not yours.

  • The MUD number and any city levy are on the FBCAD account.
  • Ask whether the MUD has new bonds authorized but not yet sold.

Before you make an offer: Pull the FBCAD account for the exact lot and total every unit's adopted rate before you compare Sienna homes.

02

The levee district and the Brazos

Sienna sits along the Brazos River behind the Sienna Plantation levee district (Fort Bend LID 14 on the county's river corridor list). During Hurricane Harvey in 2017, KHOU reported that officials found an eroded section on the Sienna Plantation levee as the Brazos crested; the river reached a record 55.19 feet at the Richmond gauge on Sept. 1, 2017. The National Weather Service lists street flooding on Sienna Parkway and McKeever Road at a 53-foot stage. Risk differs by section and lot.

  • Ask the seller for the elevation certificate, flood disclosure and any claims history.
  • Price flood insurance even outside the mapped high-risk zone.

Before you make an offer: Check the lot on FEMA's map and the county's levee and inundation maps, then get a flood insurance quote before you offer.

03

Which association, and what it costs

Non-gated homes belong to the Sienna Residential Association or Sienna Community Association; get the current assessment from the association or the resale certificate. Gated neighborhoods and townhomes add their own assessments (2022 schedule: $382 to $8,202 a year for gated sections, $1,800 a year for townhome units). The 2022 schedule also listed a $210 transfer fee, a $1,307 resale reserve capitalization fee and a 0.5% enhancement fee paid by the seller on resales. Exterior changes go through the Modifications Committee, and a certificate of compliance must be ordered through HomeWiseDocs before closing.

  • Current gated and resale fees come from the resale certificate, not the 2022 schedule.
  • Association office: Club Sienna, 9600 Scanlan Trace, 281-778-0778.

Before you make an offer: Ask for the resale certificate and the section's current assessment early in the option period.

Buyer questions

Buying in Sienna: common questions

What are the pros and cons of living in Sienna?

Sienna offers a large amenity network (waterpark, sports complex, golf club and more than 3,000 acres of parks, lakes and green space), 13 builders including a 55+ section, Fort Bend ISD campuses inside the community and the Fort Bend Parkway north. The tradeoffs are taxes that stack by section (the Sienna levee district plus a MUD, and in some sections Missouri City), extra assessments in gated neighborhoods, Brazos River and bank-erosion exposure, and city boundaries that are still changing through annexation.

What should buyers know before buying a home in Sienna?

Pull the FBCAD account to see the lot's MUD, the levee district and any city levy, since the total rate changes from section to section. Check the lot on FEMA's map and the county levee and inundation maps and price flood insurance. Ask for the resale certificate to learn the current master and any gated-section assessment and the fees due at closing.

Advantages and tradeoffs

Advantages

  • Large amenity network: Club Sienna waterpark and racquet club, Sawmill Lake Club, 160-acre Camp Sienna, a semi-private golf club and 30+ miles of trails (developer). Source
  • Wide price range in one community: 2026 developer articles cover homes under $400,000 up to about $1.1 million on 100-foot homesites, plus a Toll Brothers 55+ section. Source
  • Fort Bend ISD for the whole community, with several campuses inside (developer). Source
  • Toll-road access north via the Fort Bend Parkway to Beltway 8 and Loop 610 (developer). Source

Tradeoffs to weigh

  • Taxes stack by section: HAR's tables show the Sienna LID (0.4125) on every section checked plus MUD rates from 0.3975 to 1.05, and some sections also carry Missouri City's 0.5708 levy. Source
  • Gated neighborhoods carry extra neighborhood assessments (2022 schedule: $382 to $8,202 a year), and resales paid a 0.5% enhancement fee under the 2022 schedule. Source
  • Brazos River location: the community relies on a levee district, and the county lists Sienna among areas exposed to river-bank erosion (proposed fixes, not built). Source
  • Annexation question: Missouri City moved in late 2025 to annex the 57-acre Sienna Management District (first reading approved Nov. 2025, per Community Impact); no city announcement about annexing the rest of Sienna was found. Source

Flood, drainage and property research

A mapped flood zone does not tell you a home’s full flood risk, and a neighbor’s history doesn’t tell you this home’s. Check the specific address, ask the seller for the Texas flood disclosure and any claims history, and get an insurance quote early.

Buying here

What to review before an offer in Sienna

  • Read the declaration and any supplemental declaration for the home’s section, plus the architectural guidelines, before your option period ends.
  • Order the resale certificate early and confirm every association that bills the home, with current dues and transfer fees.
  • Look up the parcel’s MUD or other district tax rates; they can be a large share of the total bill and vary by section.
  • Check the address on FEMA and county flood tools, request the seller’s flood disclosure, and price flood insurance before you commit.
  • Confirm school assignment for the exact address with the district.

Where is Sienna in Missouri City, TX?

Sienna is a 10,800-acre master-planned community by Johnson Development in eastern Fort Bend County, next to Sugar Land. The developer places it in Missouri City along Sienna Parkway, which runs south from State Highway 6. All addresses use the 77459 ZIP code. Because some sections are inside Missouri City limits and others are not, check the specific property record before comparing taxes.

Sources: siennatx.com Checked Oct 20, 2026

Is Sienna Plantation the same as Sienna?

Yes. The developer says Sienna Plantation is now simply called Sienna. Older records, plats, tax district names and MLS listings still use 'Sienna Plantation', for example Sienna Plantation MUD 4 and the Sienna Plantation Levee Improvement District. When you search county records or tax bills, try both names. The villages kept their names, so you will see subdivisions such as Sienna Village of Destrehan, Waters Lake, Shipman's Landing and Anderson Springs on HAR and appraisal-district records.

Sources: siennatx.com Checked Oct 20, 2026

What are the HOA fees in Sienna?

The developer's HOA page lists a 2026 assessment of $1,580 a year for non-gated neighborhoods. Townhome and duplex assessments vary by builder and should be confirmed at purchase. Gated neighborhoods pay an added neighborhood assessment: on the 2022 fee schedule these ranged from $382 (Avalon at Sienna) to $8,202 (Forest Isle) a year, and current figures were not published. The 2022 schedule also listed a capitalization fee equal to one year's assessment, a $210 transfer fee and a 0.5% community enhancement fee on resales. Ask the association office (281-778-0778) or order a resale certificate for current amounts.

Sources: siennatx.com Checked Oct 20, 2026

Which HOA covers my Sienna home?

Sienna has two master associations run from an on-site office at Club Sienna, 9600 Scanlan Trace. The association site says the Sienna Residential Association (SRA) covers Anderson Springs, Avalon, Bees Creek, Shipman's Landing, Steep Bank East, Steep Bank West and Waters Lake, while the Sienna Community Association (SCA) covers Sawmill Lake and Sienna Oaks. Townhomes had a separate townhome association on the 2022 fee schedule, and gated neighborhoods have their own neighborhood assessments. No outside management company is named. The office is open weekdays 8 to 5, closed for lunch from noon to 1.

Sources: siennanet.sites.townsq.io Checked Oct 20, 2026

What is the MUD tax rate in Sienna?

There is no single MUD rate. The developer lists MUDs 3, 4, 6, 7, 10 and 12 plus a former MUD 2, and says one section, The Woods, has no MUD. HAR's neighborhood tax tables show MUD 3 at 0.3975, MUD 4 at 0.935, MUD 6 and MUD 7 at 1.05, and MUD 10 at 0.71 per $100, without stating a tax year. FBCAD's 2024 table lists MUD 12 at 0.54. Some HAR tables list two MUDs for one village, so the district depends on the exact lot. Look up the property on FBCAD or the Fort Bend tax office before estimating a payment.

Sources: siennatx.com Checked Oct 20, 2026

What is the Sienna levee district tax?

Sienna properties pay the Sienna Plantation Levee Improvement District tax. Every Sienna HAR tax table we checked lists it at 0.4125 per $100, and FBCAD's 2024 table shows the same rate for 'Sienna Parks and LID' (0.24 debt plus 0.1725 operations). The district maintains flood protection along the Brazos River side of the community and, under its enabling law, can also finance parks and recreation facilities; a 2017 bill capped that parks borrowing at 2% of taxable value. Confirm the current rate on the tax bill because rates are set each year.

Sources: capitol.texas.gov Checked Oct 20, 2026

Is Sienna in Missouri City city limits?

Partly, it appears. HAR's tax tables for Shipman's Landing, Waters Lake and Sienna Acreage Estates list a City of Missouri City levy (0.570825 per $100 for 2025 per the city), while Destrehan, Anderson Springs and the newer 'Sienna - Missouri City' subdivision do not. That suggests some older sections are inside the city. Check a specific address on FBCAD to see whether the city appears among its taxing units.

Will Missouri City annex the rest of Sienna?

No date is confirmed for the community as a whole. Community Impact reported in October and November 2025 that Missouri City was moving to annex the 57-acre Sienna Management District, which holds three apartment complexes, under a strategic partnership agreement that ends in 2026, and that the council approved a first reading in November 2025. We did not find a city announcement about annexing the rest of Sienna. If annexation matters to your decision, ask the City of Missouri City planning department directly.

Sources: Community Impact Checked Oct 20, 2026

What school district is Sienna in?

The developer says Sienna sits entirely within Fort Bend ISD and has several campuses inside the community. Schools it lists include Leonetti, Schiff, Sienna Crossing, Scanlan Oaks and Alyssa Ferguson elementaries; Ronald Thornton, Billy Baines and First Colony middle schools; and Almeta Crawford, Hightower and Ridge Point high schools. Assignments depend on the street, and districts redraw boundaries, so confirm the zoned schools for a specific address with Fort Bend ISD before you buy. The developer also lists nine private and early-childhood options on site.

Who are the home builders in Sienna?

The developer's FAQ lists 13 builders: Beazer, Chesmar, David Weekley, Highland, J. Patrick, Jamestown Estate Homes, Newmark, Partners in Building, Perry, Shea, Toll Brothers, Tri Pointe and Westin Homes. Its August 2026 release says they offer more than 250 floor plans. Product ranges from Beazer duets and Chesmar courtyard homes under $400,000 to custom and estate homes on 90- to 100-foot homesites from Jamestown, J. Patrick and Partners in Building. Toll Brothers also builds Regency at Sienna for buyers 55 and older. Check each builder's own page for current plans and inventory.

Sources: siennatx.com Checked Oct 20, 2026

How much do new homes in Sienna cost?

The developer's August 2026 release says prices start in the $290,000s and go above $1 million. Its dated articles give more detail: under $400,000 there were Chesmar courtyard and Chateau homes (from $325,990), Beazer duets and Toll Brothers single-story homes (March 2026); $600,000 to $800,000 covered Weekley, Highland, J. Patrick, Perry, Toll and Westin (December 2025); and luxury 80- to 100-foot homesites ran from the low $800,000s to about $1.1 million (March 2026). Prices change often, so confirm with each builder.

Sources: siennatx.com Checked Oct 20, 2026

Does Sienna have gated neighborhoods?

Yes. The developer's HOA page prices its standard assessment for non-gated neighborhoods, implying gated ones exist, and the 2022 fee schedule lists gated neighborhood assessments for Avalon at Sienna, Commanders Point, Forest Isle, Pecan Estates, The Sanctuary, Sorrento and Vieux Carre, plus Fox Bend as a gated special common area. Those neighborhoods paid extra annual assessments from $382 to $8,202 in 2022. The association site also has a gated resident form for access. Ask the office for the current list and amounts.

Sources: johnsondevelopment.com Checked Oct 20, 2026

What amenities does Sienna have?

The developer lists Club Sienna (waterpark, racquet club, event space, fishing dock and amphitheater, also home to the HOA offices), Sawmill Lake Club (gym, resort-style pool and fire pits), the 160-acre Camp Sienna sports complex, the Sienna Oaks Amenity Center (clubhouse, lap pool, playground and courts), tennis, pickleball and more than 30 miles of trails. The developer says Club Sienna membership comes with a home purchase. The amenities are for residents and guests, though some open to the public during events.

Sources: siennatx.com Checked Oct 20, 2026

Does Sienna flood?

We do not say whether any community floods; each address has to be checked. What the record shows: a levee improvement district taxes Sienna properties; Fort Bend County lists Sienna Plantation North and South among areas exposed to Brazos River bank erosion, with a proposed stone toe-dike program not yet built; and KHOU reported a levee sluff during Hurricane Harvey in 2017. Check FEMA's Flood Map Service Center, Fort Bend County's flood tools and the seller's disclosure for the specific property.

Sources: fortbendcountytx.gov Checked Oct 20, 2026

How do you get from Sienna to downtown Houston or the Medical Center?

The developer names the Fort Bend Parkway Toll Road as the main commuter route: from Sienna Parkway it runs north to Beltway 8 and Loop 610, which lead to downtown Houston and the Texas Medical Center. State Highway 6 and FM 521 connect toward Sugar Land and Missouri City. The developer also mentions Missouri City Park & Ride express buses to the Medical Center. Drive times vary widely by time of day, so test the trip at your actual commute hours before you buy.

Sources: siennatx.com Checked Oct 20, 2026

What are the resale fees when selling a home in Sienna?

Under the most recent schedule we could read (2022), a resale paid a reserve capitalization fee equal to the annual assessment ($1,307 that year), a $210 administrative transfer fee, a $140 certificate of compliance, and a 0.5% community enhancement fee on the gross sale price paid by the seller. Gated neighborhoods added a capitalization fee equal to their neighborhood assessment, and Fox Bend had its own. Title companies must order the certificate of compliance through HomeWiseDocs before closing. Ask for the current fee quote early; the 2026 amounts were not published.

How big is Sienna and how many people live there?

The developer says Sienna covers 10,800 acres with nearly 40,000 residents, and a July 2026 developer article says over 11,000 families. The 2020 census counted 20,204 people in the Sienna census-designated place (U.S. Census Bureau QuickFacts), so the figures measure different things and boundaries. HAR's 2025 facts list 3,628 single-family properties in the newer 'Sienna - Missouri City' subdivision alone, plus more than 1,300 to 1,800 each in older villages such as Waters Lake, Shipman's Landing and Anderson Springs.

Is Sienna one of the best-selling master-planned communities?

It has ranked nationally for years. RCLCO's 2025 list placed Sienna No. 38 with 432 new home sales (585 in 2024), and its 2026 mid-year list placed it No. 46 with 223 sales in January through June. The developer says it is the ninth straight year on RCLCO's list. John Burns, as reported by Johnson Development, tied it at No. 34 for 2025. These rankings measure new home sales volume only; they are not quality ratings.

Can I make changes to my home's exterior in Sienna?

Sienna is deed-restricted with design standards, and exterior changes need approval first. The association site says the Modifications Committee meets the third Wednesday of each month, with applications due the Wednesday before. A major modification application (pools, attached patio covers, room additions) costs $100, and a $1,000 to $2,000 construction deposit applies depending on the lot, more if the lot backs onto association, MUD or levee-district land. Architectural approval procedures and guidelines are held on HomeWiseDocs.

What should sellers in Sienna know before listing?

Pricing in Sienna should come from recent sales in the same section, adjusted for lot, size and updates. Expect the buyer to ask for a resale certificate from each association that bills the home; ordering it early avoids delays. Because the home is in a utility or special district, Texas law requires a written district notice to the buyer, and a buyer comparing payments will look at the total tax rate. Golf, water and greenbelt frontage are the features buyers ask about first here; show them in photos and in the listing. Have the seller’s disclosure, any repair receipts and, if you have one, an elevation certificate ready before you list.
