Overview

About Crosby

Crosby has no city government. Harris County provides county services, and water, sewer and drainage in many neighborhoods come from utility districts such as Newport MUD, which set their own tax rates and, in Newport’s case, separate rates for defined areas inside the district. That makes the appraisal district record the starting point for any Crosby address.

Crosby ISD runs the public schools here. The community sits near the San Jacinto River below Lake Houston and next to industrial sites along US 90, so flood maps, drainage projects and the county’s emergency notices are part of due diligence on any home.

Flood and drainage research

The San Jacinto River below Lake Houston reached major flood levels during Hurricane Harvey in 2017, and Harris County has since funded drainage work in Barrett Station next to Crosby. For any home, read the FEMA flood zone, the draft MAAPnext maps and the seller’s flood disclosure.

Industrial safety information

Two plant incidents near Crosby led to county emergency action: the 2017 Arkema fire during Harvey and the 2019 KMCO explosion. The official reports and the county’s settlement terms are linked below. Sign up for ReadyHarris alerts and check the distance from any address to nearby industrial sites.

Roads

US 90 and FM 2100 are Crosby’s main roads. TxDOT has three FM 2100 widening projects on file, with no construction schedule posted when we checked.

Is Crosby, Texas, an incorporated city, and how large is the Census-defined Crosby area?

No. The Census Bureau lists Crosby as a census designated place, and it defines CDPs as statistical areas that represent unincorporated communities, so Crosby has no city government and county and special-district services apply. The 2024 Census Gazetteer gives the Crosby CDP about 2.23 square miles of land, centered near 29.9152 N, 95.0577 W, which is far smaller than the area that uses a Crosby mailing address or is served by Crosby ISD. To see which taxing units and districts cover a specific address, look up the account on the Harris Central Appraisal District site.

How do I check whether a Crosby home is in a high-risk flood zone, and what happened in Crosby during Hurricane Harvey?

Search the address on FEMA's Flood Map Service Center for the effective map, view the floodway, 100-year and 500-year layers on HCFCD's Flood Education Mapping Tool, and check HCFCD's MAAPnext draft maps, which are for awareness only and cannot be used for insurance or regulatory decisions. During Harvey, HCFCD reported on Aug. 28, 2017 that the San Jacinto River below Lake Houston was expected to reach major flood levels and the river at US 90 near Sheldon was forecast to exceed its record by about one foot, and HCFCD's Sept. 5, 2017 report estimated about 136,000 flooded structures countywide. The U.S. Chemical Safety Board documented that Harvey's flooding knocked out power at the Arkema plant in Crosby. For a specific home, ask the seller for TREC's Seller's Disclosure Notice, which asks about prior flooding, flood claims, FEMA or SBA aid and floodplain location, plus any elevation certificate.
