The Big Stories

What everyone is talking about

Four Greater Houston stories that will shape what people pay, where they work and how the region grows.

Mortgage Rates

Mortgage rates fall for a second straight week

Freddie Mac’s weekly survey put the average 30-year fixed rate at 7.24% on Oct. 29, down from 7.32% the week before. The 15-year fixed fell to 6.60% from 6.68%. Both are still well above a year ago, when the 30-year averaged 6.17% and the 15-year 5.41%.

Why it matters

Every small drop helps a monthly payment, but rates are still about a point higher than last year. Builder rate offers, like the three in this edition, are still where buyers are finding the lowest rates.

Jobs and Development

SEG Solar secures land near Tomball for a $950 million solar cell plant

SEG Solar says it signed a land agreement at the Tomball Industrial Campus for a planned 4-gigawatt solar cell factory. The company plans to build it in two 2-gigawatt phases, targeted for 2028 and 2029, with more than 700 local jobs.

Why it matters

That is a lot of manufacturing jobs planned for the northwest side of the region, which supports housing demand from Tomball to Spring. This comes from the company’s own announcement; a land deal is signed, but construction has not started.

Real Estate

Lake Houston rents run above the county average as eviction filings rise

Community Impact reports a rise in eviction filings in the Lake Houston area. Average rent in 2025 was about $1,600 a month in the Lake Houston area, compared with $1,401 across Harris County, and $1,993 in Kingwood. The number of rental units grew 55% in the Lake Houston area and 46.1% in Kingwood from 2019 to 2024. Across all the areas studied, only about 27% of renters were not cost-burdened.

Why it matters

If you rent in Kingwood or Humble, it is worth comparing that rent with an ownership payment. Investors weighing rentals here should factor in the same numbers. The article did not give eviction filing counts.

Government

Houston City Council tightens the rules for corporate tax breaks

Council approved stronger labor standards for companies seeking property tax abatements, including higher wages, health insurance, workers’ compensation and stronger worker protections. Contractors with a recent history of OSHA violations or wage theft are barred from abatement projects. The changes apply only to future deals. The city has granted 21 abatements since 2004, the most recent in December 2025.

Why it matters

These rules shape the terms on which employers can get a tax break to build or expand inside Houston city limits, which include Kingwood.

Confirmed Applies to future abatements only

Michael’s Take

Keeping It Real With O’Neal

Michael O'Neal

Rates eased again and builders are still paying down rates. Here is what that means for you.

Rates moved the right way again. Freddie Mac has the 30 year at 7.24%, the second weekly drop in a row. It is still about a point higher than a year ago, so I am not calling it a turn. I am calling it a little breathing room.

Renters. Average rent in the Lake Houston area ran about $1,600 a month last year, and about $1,993 in Kingwood. If you are paying that and wondering whether you could own, let’s run real numbers before you sign another lease.

Buyers. Builders are still doing the heavy lifting on rates. Century’s rate specials need a contract by Nov. 16. David Weekley’s ARM starts at 2.99% for the first year. D.R. Horton has a 5.50% fixed rate through its own lender. Every one of them has fine print, a required lender and a deadline. Read it before you fall in love with a model home, and bring your own agent on the first visit.

Homeowners. The first freeze will get here sooner or later. If you are on City of Houston water, the city asks you not to drip your faucets. If you are on a MUD, check with your district. Find your main water shutoff now, not in the middle of a cold night.

Homeowner Intelligence

Get your house ready before the first freeze

Do it now, while it is still mild

Texas A&M AgriLife says to prepare in October or November and keep protections in place through March or April. Most Texas freezes hit from late January through February.

  • Buy supplies early. Pipe wrap and heat tape often sell out once freeze warnings go out.
  • Outside first. Drain irrigation lines, disconnect garden hoses and cover outdoor spigots. Do not put antifreeze in sprinkler or pool lines.
  • Check the hidden pipes. Pipes in attics and exterior walls need the most protection, and wind makes them freeze faster.
  • Find your main shutoff. Know where your main water valve is before a freeze. If a pipe bursts, shut it off until the leak is repaired.
  • Keep the heat on. If you leave during cold weather, keep the thermostat at 55°F or higher and open the cabinet doors where plumbing runs.
  • To drip or not to drip. Houston Public Works asks City of Houston water customers not to drip faucets, because the system relies on re-pump stations and widespread dripping can drop pressure. Many MUDs run on water towers and advise a trickle. Your water bill tells you which system you are on.
  • Thaw it safely. Open the faucet and use gentle heat, like a hair dryer, heating pad or hot towels. Never use an open flame, a torch or a kerosene or propane heater. Call a licensed plumber if you cannot reach the frozen section.
