Michael’s Take
EaDo is a lifestyle buy: rail, games, the trail and downtown across the freeway.
Shell Energy Stadium (20,656 seats, opened 2012) is home to Houston Dynamo FC, the Houston Dash and Texas Southern football, and EaDo hosted Houston's FIFA Fan Festival from June 11 to July 19, 2026.
The roughly 4-mile paved trail runs from Dixie Drive to Emancipation Avenue and connects to the Brays Bayou trail. A $7.5 million initiative's first phase adds 300 lights and emergency call boxes, expected to finish in fall 2026.
HAR's 2025 Facts show median years built of 2012 in Capitol Oaks, 2015 in Eado Place and 2018 in Eado Point, with median homes of about 2,100 to 2,300 sq ft and median market values from $430,350 to $486,861.
The city's Downtown super neighborhood, which includes EaDo, lists 17 parks such as Allen's Landing and Sam Houston Park and names Discovery Green, Market Square Park and Toyota Center.
Five Things You Should Know Before Moving to East Downtown (EaDo)
1
Freeway reconstruction on the west side
TxDOT is moving I-45 to run beside US 59/I-69 on EaDo's western edge and widening I-69 from 8 lanes to 10 or 12 in each direction. The St. Emanuel Street drainage work (3B-1) began in October 2024 with an end planned in 2027, and the I-69 main lane rebuild from SH 288 to I-45 (3B-2) was slated to start in January 2025.
Bisnow reported in 2016 that about 42 trains a day used the rail lines through the area. We found no current count, so check where a home sits relative to the tracks.
The East Downtown Management District's directors are appointed by the board and approved by City Council, and in 2026 residents objected when it kept decomposed granite on Bastrop Promenade after the Fan Festival. HAR's tax tables show a district line, but its 1999 act bars assessments on residential property, so check what the HCAD account lists.
HAR lists 101 subdivisions and condo regimes in ZIP 77003, and we found no association or manager that publishes dues for them, so dues, rules and shared maintenance come from each row's documents.
Buyers who want a newer townhome with little yard work
Buyers who want light rail and downtown close to home
Buyers who want soccer games, stadium events and the Columbia Tap Trail nearby
Buyers comfortable living beside active freeway and rail corridors
Who Might Prefer Somewhere Else?
If you want a detached house with a real yard, The Heights has a HAR median lot of 6,550 sq ft.
If you want the Red Line at your door instead of the Green and Purple lines, compare Midtown, which also has freeways on every side.
If you want museums and older homes on larger lots inside the Loop, look at Montrose.

Michael’s Take Broker opinion, based on the sourced facts above
My take: EaDo is a lifestyle buy: rail, games, the trail and downtown across the freeway. Since nearly every home sits in its own small subdivision, I'd read that row's documents and dues first and pull the HCAD account to see which districts actually tax it. Then look at exactly where the house sits relative to the TxDOT work and the tracks, and go back on a game night before you commit.
Choose Montrose and you gain: Museums, Westheimer restaurants and a HAR median lot of 3,925 sq ft.
You give up: Six city historic districts with design review and the Montrose Boulevard rebuild under way.
Questions buyers ask about East Downtown (EaDo)
Is East Downtown (EaDo) a good place to live?
It suits buyers who want a newer townhome with light rail at Shell Energy Stadium, the Columbia Tap Trail and downtown parks close by. HAR's 2025 medians put the sample townhome subdivisions at about $430,000 to $487,000. Check the TxDOT freeway work, the rail lines and each townhome row's own documents before you buy.
TxDOT is rebuilding and widening I-69 along EaDo's west side and moving I-45 next to it, with work planned into 2027 and beyond. Freight rail runs through the area, lots are about 1,500 sq ft, and the management district's board is appointed rather than elected by residents. Dues and rules differ from one townhome subdivision to the next.

Every Houston neighborhood has important details that buyers should understand before purchasing. Here are three key things to investigate before making an offer in EaDo.
01
I-45 rerouting and I-69 rebuild along EaDo's west side
TxDOT's Segment 3 of the North Houston Highway Improvement Project moves I-45 to run beside US 59/I-69, which forms EaDo's western boundary, and widens I-69 to 10 or 12 lanes per direction. Segment 3B-1, a drainage project along St. Emanuel Street with a detention pond and a storm sewer parallel to Polk, began in October 2024 and was planned to end in 2027; 3B-2 (I-69 from SH 288 to I-45) was set to start in January 2025. TxDOT also plans a new southbound street between Commerce and Leeland and proposes a cap over I-69 from Lamar to Commerce.
TxDOT's 2024 presentation warned of changing property access, some night work and a Monday-Saturday schedule.
Houston History magazine (Dec. 2025) says the project will demolish the remaining Old Chinatown buildings near Chartres.
Before you make an offer: For any address near US 59/I-69, Chartres or St. Emanuel, read TxDOT's Segment 3 pages and ask the seller about any right-of-way contact before your option period ends.
City, HISD and county taxes, plus a management district question
EaDo homes are taxed by the City of Houston ($0.519190 per $100, 2025), Houston ISD ($0.8421, adopted 2026), Harris County ($0.41750, 2026), Flood Control ($0.05266, 2026), the Hospital District ($0.19528, 2026), the Port ($0.00603, 2026) and the Department of Education ($0.0048, 2025); confirm whether Houston Community College ($0.098802, 2025) applies. HAR's tax tables show an East Downtown management district line, but the district's 1999 act bars assessments on residential property and condominiums, so check what the HCAD account actually lists. HISD's homestead exemption is $140,000 plus 20% of appraised value. The seller's bill reflects the seller's value and exemptions, not yours.
The area is also inside TIRZ 15 (East Downtown).
File your own homestead exemption with HCAD after closing.
Before you make an offer: Pull the HCAD account, list every taxing unit, and estimate taxes at your purchase price before you set your budget.
Each townhome row has its own association and documents
EaDo is not one subdivision: HAR lists 101 subdivisions and condo regimes in ZIP 77003, many of them small townhome rows such as Capitol Oaks (162 properties), Eado Point (56) and Eado Place (17). We found no association or management company that publishes dues for these subdivisions, so amounts vary and must come from the documents. The neighborhood-wide body is the East Downtown Management District, a public entity funded by commercial assessments, not a homeowners association.
Read the declaration for shared drives, gates, exterior upkeep, insurance and rental rules.
Short-term rentals need City of Houston registration, and the declaration can be stricter.
Before you make an offer: Ask the title company for the recorded declaration and plat, and order the resale certificate early to confirm dues, special assessments and any open violations.

Buyers point to METRORail's Green and Purple lines, Shell Energy Stadium events, the Columbia Tap Trail, mostly newer townhomes and downtown parks across the freeway. The trade-offs are years of I-45/I-69 construction, freight rail lines, small lots, a management district board residents do not elect, and dues and rules that differ by subdivision.
What should buyers know before buying a home in EaDo?
Check TxDOT's Segment 3 plans for the blocks near US 59/I-69 and St. Emanuel, confirm the taxing units on the HCAD account (including whether a management district line applies), get the subdivision's declaration and resale certificate, look up the address on FEMA and HCFCD flood maps, and confirm zoned schools with Houston ISD.
METRORail's Green and Purple lines stop at EaDo/Stadium station, with Red Line transfers at Central Station downtown. The area is framed by I-45 and US 59/I-69, both being rebuilt under TxDOT's North Houston Highway Improvement Project.
