Michael’s Take Broker opinion, based on the sourced facts above

My take: Rice Military sells on location: Memorial Park, Buffalo Bayou and Washington Avenue. Where I'd spend my time is the paperwork, because each townhome subdivision has its own plat, restrictions and maybe an association, and a shared driveway means shared responsibility. If the house is close to Washington, check which permit area it falls in and read the corridor study before you buy.

Rice Military and Washington Avenue vs. Nearby Neighborhoods

Rice Military and Washington Avenue vs. The Heights

Choose The Heights and you gain: Larger lots (6,550 sq ft median), early 1900s houses and the Heights Boulevard and MKT trails.

Rice Military and Washington Avenue vs. Montrose

Choose Montrose and you gain: Museums, Westheimer restaurants and a mix of bungalows and townhomes on a 3,925 sq ft median lot.

You give up: Six historic districts with design review and the Montrose Boulevard rebuild.

Rice Military and Washington Avenue vs. Memorial

Choose Memorial and you gain: Village zoning, village police and wooded streets west of Memorial Park.

You give up: Strict village tree permits, extra building steps, and the same Buffalo Bayou reservoir release questions.

Due diligence

What Buyers Should Know Before Moving Here

Every Houston neighborhood has important details that buyers should understand before purchasing. Here are three key things to investigate before making an offer in Rice Military.

01

Townhomes, small lots and shared driveways

Rice Military is mostly newer small-lot housing: HAR's 2025 Facts show a median year built of 2001, a 2,500 sq ft median lot and a median of 2,563 sq ft. Homes are often in small recorded subdivisions with their own plats, restrictions and, in some cases, an association. Under the city's Livable Places rules (effective November 2023), lots under 33 feet wide created by a new split that take street access must share a single driveway no more than 16 feet wide.

  • Single-family homes over 1,500 sq ft still need two parking spaces on the lot.
  • Houston has no zoning; recorded deed restrictions are what limit use and setbacks.
  • Check permits for roof decks, additions and remodels on resale homes.

Before you make an offer: Ask the title company for the plat, recorded restrictions and any shared-driveway or maintenance agreement, and get the association's resale certificate if there is one.

02

Between Buffalo Bayou and White Oak Bayou

Super Neighborhood 22 runs from Buffalo Bayou on the south to White Oak Bayou and I-10 on the north, so addresses here can fall in either HCFCD watershed. Upstream on Buffalo Bayou, the Army Corps stores storm runoff in the Addicks and Barker reservoirs and later releases it into the bayou, and in April 2026 a federal judge ruled that the Corps' releases after Hurricane Harvey (2017) added flooding to downstream homes. Mapped floodplain and street ponding vary by address.

  • HCFCD's mapping tool shows the watershed, floodplains and ponding for each address.
  • MAAPnext draft maps cannot be used for insurance decisions yet.
  • The city's Floodplain Management Office is at 1002 Washington Ave. (832-394-8854).

Before you make an offer: Check the address on FEMA and HCFCD maps, ask for the elevation certificate and flood claim history, and price flood insurance before the option period ends.

03

Washington Avenue: parking district and corridor plans

The Washington Avenue Corridor Parking Benefit District (since May 1, 2013) returns part of its meter revenue to the district and sells one permit per address for permit areas enforced Thursday through Sunday, 6 p.m. to 2 a.m. The H-GAC corridor study, begun in late 2023, ended with two options: a Community Preferred Vision with one lane each way east of the roundabout and center-running light rail or bus rapid transit (about $442 million in 2025 pricing) and a Baseline Constrained Alternative with two lanes each way (about $148 million). In 2025 METRO put about $6 million toward repaving a stretch of the avenue within its existing footprint.

  • Near-term ideas include a signal at Center Street and Durham Drive and mid-block crossings near bus stops.
  • METRO Route 85 has stops along Washington Avenue; the Silver Line starts at the Northwest Transit Center.

Before you make an offer: If the home is on or near Washington Avenue, check permit-parking rules with ParkHouston (832-393-8690) and read the corridor study's recommendations for that block.
