Five Things You Should Know Before Moving to Lago Mar

  1. 1
    Windstorm paperwork on every home

Galveston County is a first-tier coastal county in TWIA's catastrophe area. TWIA requires a windstorm certificate of compliance (WPI-8) for structures built since 1988, and re-roofs and repairs must meet the windstorm code. Hurricane Ike made landfall near Galveston on Sept. 13, 2008 with a destructive surge along the upper Texas coast.

TDI: TWIA overview NWS: Hurricane Ike (2008)

  2. 2
    High total tax rates

Galveston County MUD 57, which serves Beacon Point, levied $0.90 per $100 in 2025, on top of Dickinson ISD ($1.142), Texas City ($0.478433), Galveston County ($0.32266) and College of the Mainland ($0.2638). The west side's MUD was not confirmed.

    Galveston CAD: 2025 tax rates

  3. 3
    No official HOA numbers

Neither the Property Owners Association of Lago Mar nor a manager posts the assessment, transfer fee or capital contribution. A 2020 annual meeting drew resident complaints, and the same report described the association suing a homeowner over plants that were not on its approved list.

Galveston County Daily News: 2020 HOA meeting

  4. 4
    Two sides, different districts

The Land Tejas west side and the east side (Beacon Point and Lago Mar East) have different developers and utility districts; MUD 58 on the east side levied $0 for 2025 while MUD 57 levied $0.90.

Galveston County Daily News: east side of Lago Mar Scarborough Lane Development: Lago Mar East Galveston CAD: 2025 tax rates

  5. 5
    Plans are not promises

Earlier reports described a 70-acre mixed-use district on the lagoon's east side with restaurants, a possible hotel and retail. Those plans date to 2018 and 2020, and their current status was not confirmed.

Who Might Love Lago Mar?

  • Buyers who want beach-style water recreation inside the community
  • Buyers who want a new home at an entry price from several production builders
  • Buyers who want I-45 access between Houston and Galveston

Who Might Prefer Somewhere Else?

  • If you want a master assessment you can read before you buy, compare Sienna for new homes or Riverstone for resales.
  • If you want resale bay or waterfront homes in Clear Creek ISD, look at Clear Lake and Galveston Bay.
  • If you want new construction off SH 288 with a resident water park, see Meridiana.

Michael’s Take Broker opinion, based on the sourced facts above

My take: The lagoon is the draw at Lago Mar, and that's fair. My checklist is about the cost of keeping the house: the WPI-8, wind and flood quotes during the option period, the MUD on that lot, and the association's current dues on a resale certificate, since nobody official publishes them. Then put that monthly total next to an inland new build before you decide.

Lago Mar vs. Nearby Neighborhoods

Lago Mar vs. Meridiana

Choose Meridiana and you gain: Ten builders, a resident water park and Alvin ISD schools inside the community, off SH 288.

You give up: MUD rates of $0.90 per $100 across its three MUDs (2025) and the same first-tier coastal windstorm rules in Brazoria County.

Lago Mar vs. Clear Lake and Galveston Bay

Choose Clear Lake and Galveston Bay and you gain: Established resale neighborhoods and waterfront homes, much of the area in Clear Creek ISD.

You give up: Older housing (Clear Lake City median year built 1966), storm surge exposure and the same windstorm rules.

Lago Mar vs. Sienna

Choose Sienna and you gain: An inland Fort Bend master plan with 13 builders, Club Sienna and a published 2026 master assessment.

You give up: A levee district tax plus section MUDs, and gated assessments on top of the master assessment.

Questions buyers ask about Lago Mar

Is Lago Mar a good place to live?

It suits buyers who want a swimmable lagoon, pools and new homes from around $300,000 with I-45 access. The main checks are the windstorm certificate and insurance quotes, the MUD and city on the specific lot, and the association's current dues and rules, which are not officially published.

What are the downsides of living in Lago Mar?

Galveston County sits in TWIA's catastrophe area, so windstorm compliance and insurance costs come with every home. Some sections pay a $0.90 MUD rate on top of Dickinson ISD and city taxes, the HOA's dues are not posted, and a 2020 meeting showed residents at odds with the association. Construction will continue for years on the east side.

Ask Michael about Lago Mar

Due diligence

What Buyers Should Know Before Moving Here

Every Houston neighborhood has important details that buyers should understand before purchasing. Here are three key things to investigate before making an offer in Lago Mar.

01

Hurricane exposure, windstorm and flood insurance

Lago Mar is in Galveston County, where Hurricane Ike made landfall near Galveston on Sept. 13, 2008 as a Category 2 storm with a destructive surge along the upper Texas coast. Because the county is in TWIA's catastrophe area, each home needs a windstorm certificate of compliance (WPI-8) to qualify for TWIA wind and hail coverage, and TDI's windstorm code follows the 2024 IRC and IBC as of April 1, 2026. Flood risk differs by lot, so the lot itself has to be checked.

  • Ask the builder or seller for the WPI-8 and look it up on TDI's site.
  • Ask for the elevation certificate, and price flood insurance even outside a high-risk zone.

Before you make an offer: Before you offer, check the lot on FEMA's map and get quotes for homeowners, windstorm and flood coverage.

02

Texas City, Dickinson ISD and the section's MUD

Galveston CAD's 2025 sheet lists Galveston County at $0.32266 per $100, Dickinson ISD at $1.142, the City of Texas City at $0.478433, College of the Mainland at $0.2638, the county road and flood levy at $0.003 and the navigation district at $0.02374. The utility district depends on the section: Galveston County MUD 57 (Beacon Point) levied $0.90 in 2025 and MUD 58 (Lago Mar East) $0, and the west side's MUD and drainage district were not confirmed. School districts exempt $140,000 of a homestead's value, and a resale seller's bill is not yours.

  • The Lago Mar TIRZ does not add a separate rate to the bill.
  • Listings use Texas City, La Marque and Santa Fe addresses; the CAD record shows the real units.

Before you make an offer: Look up the lot on Galveston CAD and total every listed unit before you compare builders.

03

Get the association's numbers in writing

The Property Owners Association of Lago Mar governs the community; a 2020 news report named Associa Principal Management Group as manager. The association does not post its assessment, transfer fee or capital contribution, and the dues figures in news reports, builder brochures and listings do not agree. The same 2020 report described a landscaping plan rejection that led to a lawsuit, so expect the association to enforce its approval rules.

  • Ask whether lagoon access, gated sections or alarm service add separate charges.
  • Get the design guidelines before planning a fence, pool or landscaping change.

Before you make an offer: Request the resale certificate (or the builder's HOA disclosure) with the current assessment and all fees before the option period ends.

Buyer questions

Buying in Lago Mar: common questions

What are the pros and cons of living in Lago Mar?

Lago Mar's draws are its 12-acre Crystal Lagoon, new homes from several builders starting around $300,000, pools and a recreation center, and a location on I-45 between Houston and Galveston. The tradeoffs are coastal windstorm requirements, a $0.90 MUD rate on top of other taxing units in Beacon Point, HOA dues that are not officially published, and different districts on the west and east sides.

Sources: Community Impact: lagoon opens (2020) · Lennar: Lago Mar brochure · TDI: TWIA overview Checked Oct. 22, 2026

What should buyers know before buying a home in Lago Mar?

Get insurance quotes early: homeowners, windstorm (with the home's WPI-8) and flood. Look up the lot on Galveston CAD to see its MUD and drainage district, since they differ by section. Ask for the association's resale certificate or the builder's HOA disclosure, because no official dues figure is published.

A neighborhood name does not tell you a home’s flood risk. For any specific address, check the FEMA flood map and the county’s tools, read the seller’s disclosure for prior flooding and claims, ask for any elevation certificate, and get a flood insurance quote during your option period.

Flood, drainage and property research

What to review before an offer in Lago Mar

  • Read the declaration and any supplemental declaration for the home’s section, plus the architectural guidelines, before your option period ends.
  • Order the resale certificate early and confirm every association that bills the home, with current dues and transfer fees.
  • Look up the parcel’s MUD or other district tax rates; they can be a large share of the total bill and vary by section.
  • Check the address on FEMA and county flood tools, request the seller’s flood disclosure, and price flood insurance before you commit.
  • Confirm school assignment for the exact address with the district.

Do I need windstorm insurance in Lago Mar?

Galveston County is one of the 14 first-tier coastal counties in the Texas Windstorm Insurance Association catastrophe area, according to the Texas Department of Insurance. To be eligible for TWIA wind and hail coverage, a structure built since 1988 needs a windstorm certificate of compliance (WPI-8), and re-roofs and repairs must also meet the windstorm code. On a new home, ask the builder for the WPI-8 at closing; on a resale, ask the seller for it and any later re-roof certificates.

What is a WPI-8 and how do I get one?

A WPI-8 is the Texas Department of Insurance certificate showing a structure meets the windstorm building code. For work in progress, the process starts with form WPI-1 and inspections during construction. For completed work, it starts with form WPI-2E, and a Texas licensed professional engineer submits a sealed design or post-construction evaluation. TDI has a windstorm field office in La Marque. Since April 1, 2026 the code follows the 2024 IRC and IBC.

What should sellers in Lago Mar know before listing?

Pricing in Lago Mar should come from recent sales in the same section, adjusted for lot, size and updates. Expect the buyer to ask for a resale certificate from Property Owners Association of Lago Mar; ordering it early avoids delays. Because the home is in a utility or special district, Texas law requires a written district notice to the buyer, and a buyer comparing payments will look at the total tax rate. Have the seller’s disclosure, any repair receipts and, if you have one, an elevation certificate ready before you list.
