Flood and Drainage Research for Pearland

Pearland sits in the Clear Creek watershed, which HCFCD says spans parts of Harris, Galveston, Brazoria and Fort Bend counties and includes 16 cities. HCFCD's federal Clear Creek project includes Mud Gully channel work, the Hughes stormwater detention basin and a second outlet channel. Harris County Flood Control District: Clear Creek watershed

Community Impact reported that Hurricane Harvey (2017) brought 30 to 40 inches of rain to Pearland over four days and caused 500-year flood events along Clear Creek at Highway 288, and that preliminary estimates put about 1,000 Pearland homes in floodwater. Community Impact: Pearland, Friendswood invest in repairs after Hurricane Harvey (Sept. 2017)

The city's drainage master plan identifies acreage needed for new detention ponds, and Brazoria County Drainage District No. 4 levies its own tax in Pearland. Check the FEMA zone, the elevation certificate and the seller's disclosure for each home. City of Pearland: 2024 Comprehensive Plan (history and drainage) Brazoria County Appraisal District: 2025 tax rates and exemptions

Brazoria County is a first-tier coastal county, so a Brazoria County home needs a windstorm certificate of compliance (WPI-8) to qualify for TWIA wind and hail coverage; structures built before Jan. 1, 1988 do not need one. Texas Department of Insurance: TWIA overview

Flood zones are mapped parcel by parcel, and no guide can tell you whether a particular house has flooded or will flood. Ask the seller for the flood disclosure and any elevation certificate, and price flood insurance before your option period ends.

Michael’s Take Broker opinion, based on the sourced facts above

My take: Pearland gives you a lot of city for your money in amenities, so spend your energy on the house and the lot. Pull the FEMA zone and the seller's flood disclosure first, then check the county, the school district and whether there is a MUD line on the bill. If the Medical Center is your daily drive, test the SH 288 toll lanes at your real hours before you choose a side of town.

Pearland vs. Nearby Neighborhoods

Pearland vs. Sugar Land

Choose Sugar Land and you gain: A lower adopted city rate ($0.371116 for 2026), a 15% city homestead exemption and Fort Bend Transit commuter buses to the Medical Center.

You give up: Most of the city sits in levee improvement districts with their own taxes, and there is little room left for new building.

Pearland vs. Missouri City

Choose Missouri City and you gain: A METRO park and ride in the city with Route 270 to the Texas Medical Center, and a city rate of $0.578363 adopted for 2026.

You give up: Drainage split among the city, MUDs and levee districts, and older neighborhoods such as Quail Valley East (HAR median year built 1975) that need closer inspection.

Pearland vs. Friendswood

Choose Friendswood and you gain: A lower city rate ($0.514172 for 2025) with a 20% city homestead exemption on the Galveston County side.

You give up: An estimated 3,000 Friendswood homes flooded in Harvey (2017), and its Harris County side is outside Friendswood ISD.

Questions buyers ask about Pearland

Is Pearland a good place to live?

It suits buyers who want city parks, a natatorium, hospitals and big-box shopping inside the city, with SH 288 toll lanes toward the Medical Center. The main checks are Clear Creek's flood history, which county and school district the address is in, and any MUD on the tax bill.

What are the downsides of living in Pearland?

Clear Creek flooded about 1,000 Pearland homes in Harvey by preliminary estimate, and the city has no transit of its own. Taxes stack up with a $0.63 city rate (2025), the school district, a drainage district and sometimes a MUD, and Brazoria County's windstorm rules apply.
