Neighborhood FAQ
South and Southeast Houston: common questions
8 direct answers about South and Southeast Houston, researched by Michael O’Neal’s team from official and public sources. Each answer lists its sources and the date we checked them; facts that change (fees, tax rates, school zones) should be confirmed for the specific address.
Which school districts serve Pearland, Friendswood, League City, Webster and Clear Lake?
Clear Creek ISD spans two counties and 13 cities and has an online school zone search (schoolfinder.pasatx.com/clearcreek) that shows the zoned elementary, intermediate and high school. Pearland ISD reports 23 campuses, and Friendswood ISD describes itself as about 16.49 square miles serving students in the Galveston County part of the City of Friendswood. Because city and district lines do not match, confirm the address is inside the district and then use that district's finder.

Which appraisal district and tax office handle an address in Harris, Brazoria or Galveston County?
Per the Texas Comptroller, Harris County properties are appraised by HCAD (hcad.org) and collected by the Harris County Tax Office (hctax.net); Brazoria County by Brazoria CAD (brazoriacad.org) with collection through Brazoria County (brazoriacountytx.gov); and Galveston County by Galveston CAD (galvestoncad.org) with collection by the Galveston County Tax Assessor-Collector (galcotax.com). Some South Houston cities cross county lines, so first confirm the county, then read the address's taxing units (city, ISD, MUD, drainage district) on that appraisal district's record.

Which watershed drains Pearland, Friendswood and League City, and how do I check an address?
HCFCD says the Clear Creek watershed is in southern Harris County and covers parts of Harris, Galveston, Brazoria and Fort Bend counties. HCFCD lists Tropical Storm Allison (2001), Hurricane Ike (2008), the 2016 spring floods and Hurricane Harvey among Harris County's major floods and notes a major flood occurs somewhere in the county about every two years. Check the address on FEMA's Flood Map Service Center (and MAAPnext for Harris County addresses), and ask for the seller's disclosure and elevation certificate.

Who handles floodplain permits outside city limits in Brazoria and Galveston counties?
Brazoria County's Floodplain/911 Administration determines whether a property is in a FEMA flood hazard area from its legal description, keeps FEMA maps dating back to 1970, and requires permits in the unincorporated area, with floors 2 feet above the FEMA elevation in flood hazard areas. Galveston County's floodplain office, under regulations adopted in April 1971, permits development and keeps current and historical FEMA maps for flood zone determinations. Inside a city such as Pearland or League City, ask that city's floodplain office instead.

How do I find the hurricane evacuation zone for a League City, Webster or Clear Lake address?
H-GAC uses four evacuation zones (Coastal, A, B and C) and tells residents to make sure their Hurricane Evacuation Zone Map carries the current year's date. Its 2024 zip-zone map covered Brazoria, Chambers, Galveston, Harris and Matagorda counties (revised May 1, 2024, and marked to expire Dec. 31, 2024). Look up the ZIP code on the current year's H-GAC zip-zone map and your county emergency management office before hurricane season.

How do South Houston cities and the Clear Lake area differ on paper?
Pearland, Friendswood and League City are separate cities, and Friendswood ISD notes its boundary is mostly set by Clear Creek, Brazoria County and League City; League City's About page places it 30 miles south of downtown Houston near Galveston Bay. Clear Creek ISD alone spans two counties and 13 cities, so the city, county and school district for an address can all differ. Check the address's appraisal district record for its city, county, ISD and any MUD or drainage district.
