  1. 1
MUD rates of $1.50 per $100

Harris County MUD 569 and Harris-Waller Counties MUD 5 each adopted $1.50 per $100 for 2025, on top of county, ESD and school taxes. MUD 569's rate includes $1.145 for debt service.

  2. 2
Two counties and two school districts

Some sections are in Waller County MUDs and Royal ISD rather than Harris County and Katy ISD, so taxes, utilities and schools change by section.

  3. 3
    A leasing fee in dispute

KPRC reported in August 2026 on a new $1,000 annual HOA leasing fee and 12-month minimum leases that an owner was challenging. The same report mentions a required HOA internet fee.

KPRC Click2Houston: Sunterra leasing fee (Aug. 2026)

  4. 4
    No official HOA dues

The developer names the Sunterra Homeowners Association, managed by GrandManors, but publishes no assessment, and Risewell says its gated section adds a neighborhood fee.

    Sunterra: HOA Risewell Homes: Sunterra

  5. 5
    The plan got bigger

Community Impact reported 1,039 acres and about 2,200 homes in 2021; the developer's home page now says 2,303 acres, and builders are still selling across many sections, so construction continues.

Michael’s Take Broker opinion, based on the sourced facts above

My take: Sunterra's amenities are the draw, and they are open now. The tradeoffs are on paper: a $1.50 MUD, a county and school district you confirm lot by lot, and an HOA that is changing its leasing rules. If you are buying to rent, read the current leasing policy before you write an offer.

Sunterra vs. Nearby Neighborhoods

Sunterra vs. Anniston

Choose Anniston and you gain: A simpler tax map, all Harris County and Katy ISD on HAR's table, and Lennar prices starting at $219,990 on Oct. 20, 2026.

You give up: One builder, the same $1.50 MUD rate and amenities still described as planned.

Sunterra vs. Elyson

Choose Elyson and you gain: Nine builders, two amenity centers and 2025 MUD rates from $1.4158 to $1.50 per $100, all in Harris County.

You give up: Some Cy-Fair ISD sections, construction into 2027 and starting prices from $309,990 on builder pages.

Sunterra vs. The Grand Prairie

Choose The Grand Prairie and you gain: A 70-acre lake for paddling, Lennar homes from $213,990 on Oct. 20, 2026 and one school district, Waller ISD.

You give up: About 36 miles from Downtown Houston by the developer's count, with shopping and a school still coming.

Questions buyers ask about Sunterra

Is Sunterra a good place to live?

It suits buyers who want resort-style amenities that are already open, including a 2.7-acre Crystal Lagoon and a lazy river, with 16 builders and Grand Parkway access. Check the MUD (2025 rates of $1.50 per $100), the county and school district for the exact lot, and the HOA's current leasing policy.

What are the downsides of living in Sunterra?

The MUD tax is $1.50 per $100, sections split between Harris and Waller counties and between Katy ISD and Royal ISD, and the HOA's $1,000 leasing fee was being challenged in 2026. The association publishes no dues, and the plan has grown, so construction continues.

Due diligence

What Buyers Should Know Before Moving Here

Every Houston neighborhood has important details that buyers should understand before purchasing. Here are three key things to investigate before making an offer in Sunterra.

01

Harris or Waller County, and which MUD

In the Harris County part, 2025 adopted rates per $100 (Harris County Tax Office) are Harris County $0.38096, Flood Control $0.04966, Hospital $0.18761, Port $0.0059, Department of Education $0.0048, Katy ISD $1.1171, Waller-Harris ESD 200 $0.10, and HC MUD 569 or Harris-Waller Counties MUD 5 at $1.50 each. KB Home's guides put other sections in Waller County MUD 37 or MUD 35 (Royal ISD), with Waller County units instead of Harris County's; get those rates from Waller CAD for the lot.

  • MUD 569's $1.50 includes $1.145 for debt service.
  • School homestead exemption: $140,000.

Before you make an offer: Check whether the lot is on HCAD or Waller CAD, list every unit on that record, and estimate taxes on your price before you sign.

02

HOA dues and the leasing fee

The developer names the Sunterra Homeowners Association, managed by GrandManors (855-947-2636), but publishes no assessment; builder guides show approximate figures that differ. KPRC reported in 2026 on a $1,000 annual leasing fee and a 12-month lease minimum; ask the association for the adopted policy. Risewell's gated section adds a neighborhood fee.

Before you make an offer: Get the resale certificate or builder HOA disclosure and the current leasing policy in writing, especially if you may rent the home later.

03

Katy ISD or Royal ISD

Most builder sections are Katy ISD, but KB Home's Sunterra North guide lists Royal ISD, and D.R. Horton and Risewell show schools from both districts. School tax rates, calendars and campuses differ between the two.

Before you make an offer: Run the address in Katy ISD's SARA tool or confirm with Royal ISD, and confirm the assignment with the district before you sign.

Advantages and tradeoffs

Advantages

  • Two opened amenity villages: The Retreat (pool, lazy river, splash pad, fitness, yoga) and the Sol Club with a 2.7-acre Crystal Lagoon, clubhouse and covered pickleball, for residents. Source
  • Wide builder choice: at least nine builders had active pages on Oct 20, 2026, with starting prices from $233,990 to the mid-$400s. Source

Tradeoffs to weigh

  • MUD taxes add to the total rate: HAR lists HC MUD 569 and Harris-Waller Counties MUD 5 at 1.5% each, on top of county, ESD and school taxes; builders estimate totals of about 3.2-3.32%. Source
  • Two counties, several MUDs and two school districts (Katy ISD and Royal ISD) mean taxes, utilities and schools must be checked address by address. Source
  • Leasing rules are in flux: a 2026 news report describes a new $1,000 annual leasing fee and 12-month minimum leases, which matters to investors. Source
  • Ongoing construction across many builder sections. Source

What we could not verify

  • Developer site sunterratx.com read 2026-10-20 (home, HOA, builders, schools, developer). It publishes no HOA dues, governing documents, FAQ or MUD/tax page; amenities page text did not render beyond headings.
  • Official assessment, transfer/resale/capital contribution fees: not published on the developer HOA page (association name and GrandManors contact now from the developer).
  • Governing documents (declaration, design guidelines, leasing policy): none found on an official host.
  • Official tax rates for Harris-Waller Counties MUD 5 and Waller County MUD 35 and 37 (MUD 569 now from its tax assessor); which sections are in which MUD.
  • Coordinates (Census geocoder unreachable from this environment).
  • City/ETJ status; Waller County appraisal records.
  • Official commute routes from TxDOT/HCTRA/METRO naming Sunterra.

Schools

Katy ISD for most builder sections; some sections are in Royal ISD (KB Home's Sunterra North guide lists Royal ISD; D.R. Horton and Risewell list both Katy ISD and Royal ISD schools). Confirm by address. Source

Attendance zones are set by address and can change each year. Confirm with the district before you rely on a campus.

Flood, drainage and property research

A mapped flood zone does not tell you a home’s full flood risk, and a neighbor’s history doesn’t tell you this home’s. Check the specific address, ask the seller for the Texas flood disclosure and any claims history, and get an insurance quote early.

Buying here

What to review before an offer in Sunterra

  • Read the declaration and any supplemental declaration for the home’s section, plus the architectural guidelines, before your option period ends.
  • Order the resale certificate early and confirm every association that bills the home, with current dues and transfer fees.
  • Look up the parcel’s MUD or other district tax rates; they can be a large share of the total bill and vary by section.
  • Check the address on FEMA and county flood tools, request the seller’s flood disclosure, and price flood insurance before you commit.
  • Confirm school assignment for the exact address with the district.

Where is Sunterra in Katy, TX?

Sunterra is a master-planned community in west Katy. The Katy Times places it west of Pitts Road, running from Clay Road to just north of Beckendorff Road, near the Grand Parkway about halfway between I-10 and US 290. Addresses use Katy 77493, and HAR also lists 77492. The community straddles Harris and Waller counties, so the county, school district and MUD can differ between sections. Check the exact address before comparing taxes or schools.

KB Home's homeowner guides place their sections in Waller County MUD 37 and Waller County MUD 35, and Risewell says its rate applies in both Harris and Waller counties. The county for a given home is on its appraisal record, which also tells you which taxing units apply.

What should sellers in Sunterra know before listing?

Pricing in Sunterra should come from recent sales in the same section, adjusted for lot, size and updates. Expect the buyer to ask for a resale certificate from each association that bills the home; ordering it early avoids delays. Because the home is in a utility or special district, Texas law requires a written district notice to the buyer, and a buyer comparing payments will look at the total tax rate. Have the seller’s disclosure, any repair receipts and, if you have one, an elevation certificate ready before you list.
