The short answer

Selling a home in Balmoral

Selling a home in Balmoral starts with pricing against recent sales of comparable homes nearby, not a neighborhood average. HAR’s 2025 facts put the median market value at $339,526 for Balmoral, an appraisal-district value rather than a sale price. Buyers here tend to ask about property taxes, association dues and fees and flood history and insurance, so the preparation below is built around those questions, each with the source we used.

Michael O’Neal holds Texas broker license #624124 (TREC record). The Michael O’Neal Group has helped 2,035 families over 13 years across Greater Houston.

What these numbers do not tell you: what a home like yours would sell for today. That comes from an MLS report on recent sales comparable to your home (similar size, age, lot and condition), which is what a pricing review is built on. What buyers like about Balmoral

These are the sourced facts we lead with in your listing and marketing.

What buyers weigh

  • MUD rate depends on the section

Balmoral parcel records show either Harris County MUD 400 (0.55 per $100 in 2025) or MUD 423 (1.35), a gap of 0.80 per $100.

Source: Harris County Tax Office: jurisdiction rates

  • Two emergency services districts

The parcel records reviewed carried ESD 1 (0.08515) and ESD 10 (0.10), so both levies may be on the bill.

  • High one-time charges at purchase

The association's management certificate lists a $950 community enhancement fee, a capitalization fee equal to half the annual assessment, an Adopt A School assessment and a $220 transfer fee for resale buyers.

  • Dues and documents are not public

The association does not publish its annual assessment, and the declaration and rules are available to members only through TownSq.

Seller preparation

What Balmoral buyers will ask, and what to have ready

  1. MUD 400 or MUD 423

Balmoral is unincorporated Harris County with no city levy on HAR's tax table. 2025 adopted rates per $100 (Harris County Tax Office): Humble ISD 1.1052, Harris County 0.38096, Hospital District 0.18761, Flood Control District 0.04966, Port of Houston 0.0059, Department of Education 0.0048, ESD 1 0.08515 and ESD 10 0.10, plus MUD 400 (0.55) or MUD 423 (1.35). On a $340,000 taxable value the MUD gap alone is about $2,700 a year.

    • MUD 400 says it lies entirely in Houston's ETJ and Humble ISD.
    • The $140,000 school homestead exemption applies after you file with HCAD; the seller's bill is not your bill.

What buyers will do: Check the HCAD account for the exact MUD before you compare two Balmoral homes on price.

What to have ready: Your latest tax statement with its list of taxing units and your exemptions. Buyers know their own bill will be figured on their own value and exemptions, so a clear breakdown helps.

  2. Fees due at closing

The Property Owners Association of Balmoral is managed by Associa PMG Houston. Its recorded certificate (signed Feb. 2024) lists for resale buyers: a $950 community enhancement fee, an operating fund capitalization fee of 50% of the annual assessment ($412 then), an administrative fee of up to one-third of the assessment, an Adopt A School assessment of one-quarter of it, a $220 transfer fee and a $65 account setup fee. The resale certificate costs $340.

    • Who pays which fee is negotiable in the contract; the certificate only says what is charged.
    • Resale documents are ordered through Community Archives from PMG's site.

What buyers will do: Ask for the resale certificate before the option period ends and total the closing charges into your offer.

What to have ready: The management company’s contact, an early order for the resale certificate for every association on the lot, and approval letters for exterior changes.

  3. Flood research for a newer community

Balmoral sits north of Beltway 8 near Woodland Hills Drive in the west Lake Houston area. No HCFCD page names its watershed, and a newer build year does not by itself tell you a lot's flood risk; the lagoon and lakes are amenities, not a statement about drainage.

    • Ask the seller for the survey, any elevation certificate and the flood insurance history.
    • If the home is under ten years old, ask for the builder's warranty papers and whether coverage transfers.

What buyers will do: Look up the address on the FEMA map and the Harris County flood tool and get a flood insurance quote before the option period ends.

What to have ready: Your seller’s disclosure flood answers, any elevation certificate, your flood insurance declarations page and records of any claim, repair or mitigation work.

Insurance and disclosures: buyers will price homeowners and flood insurance before they commit. Have your current declarations pages, any elevation certificate and any flood-claim history ready; Texas sellers also answer flooding questions on the seller’s disclosure notice (Texas Property Code §5.008).
