What buyers weigh

  • Hurricane and storm surge exposure

Hurricane Ike made landfall near Galveston on Sept. 13, 2008 with a destructive surge along the upper Texas coast, and the Harris County Flood Control District's mapping tool shows coastal floodplains from storm surge.

Source: NWS: Hurricane Ike (2008) · Harris County Flood Education Mapping Tool

  • Windstorm certificates and insurance

TDI says the 14 coastal counties and parts of Harris County east of SH 146 are in the catastrophe area, where most new construction, roof replacements and major repairs need a windstorm inspection, and most TWIA policies require a certificate of compliance.

  • Clear Creek flooding in Harvey

Community Impact reported 500-year flood events along Clear Creek in Hurricane Harvey (2017), from SH 288 in Pearland through Friendswood and into League City, with about 3,000 homes in Friendswood under water.

  • Older homes in Clear Lake City

  • Stricter coastal building rules

The City of Galveston requires the lowest floor of new or substantially improved buildings in the 100-year floodplain to sit 18 inches above base flood elevation, and property seaward of the Gulf Intracoastal Waterway needs TREC's coastal addendum.

Seller preparation

What Clear Lake and Galveston Bay buyers will ask, and what to have ready

  1. Surge, creeks and the bay

Flood risk here comes from two directions. Storm surge from the Gulf and Galveston Bay: Hurricane Ike made landfall near Galveston on Sept. 13, 2008, and HCFCD's mapping tool shows coastal floodplains from surge in Harris County. Rain and creek flooding: the Clear Creek watershed spans parts of Harris, Galveston, Brazoria and Fort Bend counties, and Harvey (2017) produced 500-year flood events along Clear Creek into League City. The City of Seabrook notes that several homes and businesses there are required to carry flood insurance. Elevation and location on the lot matter more than the ZIP code.

    • Ask the seller for the elevation certificate, flood disclosure and any insurance claims history.
    • Price flood insurance even if the lender does not require it.

What buyers will do: Before you offer, check the address on FEMA's map and, in Harris County, HCFCD's tool, then get a flood insurance quote.

What to have ready: Your seller’s disclosure flood answers, any elevation certificate, your flood insurance declarations page and records of any claim, repair or mitigation work.

  2. Windstorm, elevation and coastal paperwork

Insurance can drive the monthly cost here. TDI's catastrophe area covers the 14 coastal counties and parts of Harris County east of SH 146; inside it, most new construction, roof replacements and major repairs need a windstorm inspection, and most TWIA policies need a certificate of compliance (WPI-8). TWIA is for owners who cannot get wind and hail coverage from a regular insurer. On Galveston Island, new and substantially improved buildings in the 100-year floodplain must sit 18 inches above base flood elevation, and property seaward of the Gulf Intracoastal Waterway needs TREC's addendum on the public beach easement and erosion.

    • Look up the home's WPI-8 certificates on TDI's site, including for any newer roof.
    • Ask about permits for bulkheads, docks and decks on waterfront lots.

What buyers will do: Get homeowners, windstorm and flood quotes during the option period, before you lock your loan.

What to have ready: Recent utility bills and any HOA, MUD or district statements so buyers can budget the real cost of owning the home.

  3. Two counties, many cities

Clear Creek ISD is $0.969 per $100 (2025) in both counties. In Harris County, a Clear Lake City address inside Houston adds the City of Houston ($0.519190, 2025), Harris County ($0.38096), the Flood Control District ($0.04966), the Hospital District ($0.18761) and the Port of Houston ($0.0059), and the Clear Lake City Water Authority levied $0.25 for 2025 where it serves. In Galveston County, the county ($0.32266) is joined by a city such as League City ($0.36355), Kemah ($0.1999) or Galveston ($0.408687) and a college district; Galveston ISD is $0.8415 on the island. School districts exempt $140,000 of a homestead's value, and the seller's bill is not yours.

    • Harris County addresses: HCAD and the Harris County Tax Office.
    • Galveston County addresses: Galveston CAD; rates are adopted each August and September.

What buyers will do: Pull the appraisal record for the address and total every listed unit's adopted rate before you compare homes across cities.

What to have ready: Your latest tax statement with its list of taxing units and your exemptions. Buyers know their own bill will be figured on their own value and exemptions, so a clear breakdown helps.

Insurance and disclosures: buyers will price homeowners and flood insurance before they commit. Have your current declarations pages, any elevation certificate and any flood-claim history ready; Texas sellers also answer flooding questions on the seller’s disclosure notice (Texas Property Code §5.008).
