Hedwig Village
Hedwig Village
One of the six Memorial Villages: a separate city with its own council, taxes and permits. About 0.95 square mile along I-10 where homes sit next to shopping, with its own police department since 1977 and a 40% limit on impervious cover.

Five Reasons People Love Living in Hedwig Village
- 1Restaurants inside the city
Most of the city's restaurants sit on the Katy Freeway frontage and Gaylord Drive, and the city's 2026 guide lists more than 40, including Bar Bludorn, Masraff's, Goode Co. BBQ, Treebeards and Avalon Diner.
- 2Its own police department
Hedwig Village left the shared Memorial Villages department and started its own police force in January 1977. It reports 23 full-time employees at its station at 9000 Gaylord.
- 3New drainage, water and sewer lines
The city is replacing failing drainage pipes and streets on its west side while the Memorial Villages Water Authority replaces water and sewer lines in the same work. The engineer put the new storm pipe under the street, which he said would protect 150 to 180 trees.
- 4Clear limits on what gets built
Total impervious cover on a home lot is capped at 40% (25% for the house, 15% for patios and flatwork), and buildings may not exceed 35 ft, with a ridge height certificate before framing is approved.

- 5A park, a library and sidewalk money
Hedwig Park sits on land Ira Corbin donated for a city park, and the Spring Branch Memorial branch library is nearby at 930 Corbindale. The 2026 budget expects $1.5 million in Community Project Funding for sidewalks.

Five Things You Should Know Before Moving to Hedwig Village
- 1Business districts next door
The city map puts business Districts B1 through B4 along I-10 right beside residential Districts A and C. The city reports about 2,500 residents, more than 500 businesses and a daytime population of around 30,000.

- 2Street and drainage construction
Phase 1 of the Westside Infrastructure Project (Magdalene, Joan of Arc and N. Lou Al to Merridel) was awarded for $5,493,000 in August 2025. Later phases depend on a $13 million grant the city applied for in early 2025, and the same minutes note the Piney Point fault line crossing Magdalene near Cawdor Way.

- 3Costly tree removals
Lots must keep at least seven protected or replacement trees, three in front. A 2022 fee schedule charges $2,500 per tree from 10 to under 24 inches DBH and $5,000 or more for larger trees or any unpermitted removal; the posted copy is unsigned, so confirm it with the city.

- 4New homes need a full engineering package
A new home needs a PE-sealed grading and drainage plan, a forester's tree plan, a soil report and sprinkler plans, with a $2,500 submittal fee on the 2019 checklist. An engineer checks the as-built survey against the drainage plan, and floodplain lots submit an elevation certificate.

- 5Every subdivision is different
HAR listings show subdivisions such as Chestwood, Lou Al Courts, Glen Echo and Timber Hill Manor plus the Memorial Grove condominiums on Gaylord. The city does not enforce deed restrictions, so read the recorded restrictions for the one you are buying in.

Who Might Love Hedwig Village?
- Buyers who want restaurants and errands inside their own village
- Buyers who want a small city with its own police department and zoning
- Buyers who want a mix of home styles, from single-family streets to condominiums on Gaylord Drive
- Buyers who want I-10 access close to home
Who Might Prefer Somewhere Else?
- If you want a quieter village with no business district inside it, look at Bunker Hill Village.
- If you want a much larger lot, compare Hunters Creek Village and its 22,500 sq ft minimum.
- If you want city-run water, sewer and trash along I-10, Spring Valley Village runs its own.
Everyday Convenience in Hedwig Village
- Dinner without leaving the village The restaurants are on the Katy Freeway frontage and Gaylord Drive, for example Goode Co. BBQ at 8911 Katy Freeway, Bar Bludorn at 9061 Gaylord Drive and Southwell's Hamburger Grill at 9410 Gaylord Drive. Hedwig Village 2026 restaurant guide

Michael’s Take Broker opinion, based on the sourced facts above
My take: Hedwig is for the buyer who wants to drive less for dinner and errands, and that convenience comes with a freeway and a business district next to the houses. Look at what sits behind and beside the lot, and ask the city whether the street is in the Westside project or a later phase. If you plan a pool or a rebuild, count the trees first, because removals here can cost thousands per tree.
Hedwig Village vs. Nearby Neighborhoods
Hedwig Village vs. Spring Valley Village
Choose Spring Valley Village and you gain: City-run water, sewer and twice-weekly garbage service and its own 24-hour police, with HAR 2025 median lots of 11,070 sq ft in Spring Valley.
You give up: Spring Valley's 2025 city rate was $0.395 per $100, above Hedwig's $0.336334, and there is no restaurant strip like Gaylord Drive's.
Hedwig Village vs. Bunker Hill Village
Choose Bunker Hill Village and you gain: District A lots of at least 20,000 sq ft, a 2026 city rate of $0.271 per $100 and no business district.
You give up: HAR 2025 median market values run from $1,880,701 to $2,509,996 in its neighborhoods, and errands mean leaving the village.

Property taxes
Every home pays several taxing units. The rates below are the latest adopted rates we could verify; your bill depends on the appraised value, your exemptions and the exact units on the account. Look up the address on HCAD before you budget.
- 2025 rate held at $0.336334 At its June 19, 2025 budget workshop the council voted 5-0 to keep the city rate at $0.336334 per $100 to fund the 2026 budget; the minutes split it as $0.295780 M&O and $0.040554 debt. The tax page lists the 2025 vote on Sept. 23, 2025. City of Hedwig Village

Building, renovation and tree rules
Rules below are summaries of the city’s or the association’s own pages and documents. Before you buy a home to remodel or rebuild, confirm the current rules and fees with the permit office named above.
Lots, setbacks, height and coverage
- Zoning districts The 2019 city map divides Hedwig Village into residential Districts A and C and business Districts B1 through B4. The zoning code's Section 505 covers Residential Districts A and C and Section 506 covers Business District B. City of Hedwig Village
- Planned unit developments The zoning code allows Planned Unit Developments in the business districts (Section 509). A 2022 joint hearing on changing the PUD rules was not held for lack of a quorum. City of Hedwig Village
- Lot coverage limit Total impervious cover on a residential lot is capped at 40%: up to 25% for the house footprint and up to 15% for patios, porches and other solid flatwork. The as-built survey must show final coverage. City of Hedwig Village
- 35-foot height limit Buildings may not exceed 35 feet, and a ridge height certificate is required before the framing inspection is approved. City of Hedwig Village
- Minimum trees per lot Each lot must keep at least seven protected or replacement trees, three in the front yard, plus one for each 1,000 square feet above 22,500 (up to seven more). Lots under 20,000 square feet may qualify for lower counts based on total trunk circumference, and right-of-way trees do not count. City of Hedwig Village
Trees
- When removal is allowed A standard tree permit is granted for a tree that is dead, diseased or severely damaged, unreasonably blocks use of the site, is an undesirable species, or is a safety hazard. Trees removed to widen or move a front driveway must be replaced one for one in the front yard. City of Hedwig Village
- Trees and new construction New-home tree removals use a separate application with a tree disposition and protection plan that keeps at least three front-yard trees. After removal, no more protected trees may be taken for a similar project for five years, and the certificate of occupancy waits for replacement trees unless a cash bond covers a 60-day extension. City of Hedwig Village
- Tree permit time limits A tree permit is void if work does not start within 60 days or finish within 180 days, and it can be revoked for any ordinance violation. City of Hedwig Village
- Tree fee schedule (2022) Resolution 01-11-22A sets tree fees of $2,500 per tree from 10 to under 24 inches DBH, and $5,000 per tree 24 inches or more plus $1,000 per inch over 24. A tree of 10 inches or more removed without a permit or off the approved plan is $5,000. The posted copy is unsigned; confirm with the city. City of Hedwig Village
Permits, demolition and construction
- New home submittal A new home needs a PE-sealed grading and drainage plan, a tree survey and disposition plan by a degreed forester, a surveyor's topographic and site survey with setbacks, a soil report, PE-sealed structural plans, a CenterPoint service letter, fire sprinkler plans approved by the Village Fire Department and an MVWA availability letter. Plans are submitted digitally. City of Hedwig Village
- Plan submittal fee The 2019 new-home checklist sets a $2,500 submittal fee: $1,500 for drainage review and $1,000 for tree, building, trade, energy and zoning review, with resubmittals billed at $100 per hour. The 2024 checklist keeps the $1,500 drainage review fee. City of Hedwig Village
- As-built drainage check When a new house is finished, an as-built topographic survey must be reviewed by the engineer, who confirms it substantially matches the approved drainage plan. City of Hedwig Village
- Building codes The city's 2024 checklist lists the 2018 International Building Code and 2017 National Electrical Code, plus the latest energy code for new plans. Confirm the current editions with the building department. City of Hedwig Village
- Permit life and fill Building permits lapse if work does not start within six months or stops for six months. Fill must follow Code Sec. 38-65, and excess fill must be hauled off right after the foundation is placed. City of Hedwig Village
Pools, fences, rentals and other rules
- Remodel and addition rules Remodels need an engineered foundation if over 1,000 square feet or two stories, revised lot coverage, and fire sprinklers when the work equals 50% or more of the livable floor area. Additions that add square footage need a tree disposition plan. City of Hedwig Village
- Deed restrictions are separate The city does not enforce deed restrictions, so owners must check any recorded restrictions on their own in addition to city zoning. City of Hedwig Village
Schools
- Memorial High opened 1962 The city's history says Memorial High School opened in 1962 to relieve crowding at Spring Branch High School. City of Hedwig Village
- Pre-K campus listed The city's school page also lists Wildcat Way School (pre-K) among the SBISD schools serving residents, alongside the elementary, middle and high schools already listed. City of Hedwig Village
- Elementary varies by street Recent HAR listings in the city show different elementaries by address (Bunker Hill Elementary on Merridel Road, Memorial Drive Elementary on Holidan Way), with Spring Branch Middle and Memorial High. Confirm each address with SBISD. HAR.com
School assignments and attendance boundaries can change. Confirm the assigned schools directly with the district before making a housing decision.
Flood and drainage research
- Elevation certificate in floodplain Properties in the 100-year floodplain must submit a FEMA elevation certificate with new-home plans and at completion. City of Hedwig Village
- Westside Infrastructure Project The city is replacing failing drainage pipes and streets on its west side, with the Memorial Villages Water Authority replacing water and sewer lines in the same work. Phase 1 covers Magdalene (Taylorcrest to Joan of Arc), Joan of Arc and N. Lou Al to Merridel. City of Hedwig Village

- Westside project funding June 2025 budget minutes show $4 million of general fund balance and $1 million of traffic mitigation funds moved to Phase 1 of the Westside Infrastructure Project, and a $13 million grant application for later work submitted in early 2025, with an answer expected in 2026. City of Hedwig Village
- Storm pipe under the street The engineer's design places the new storm pipe under the roadway rather than in the swales, which the engineer said would protect 150 to 180 trees, and reported a drainage analysis showing no adverse effect. City of Hedwig Village
- Piney Point fault line The August 2025 minutes note that the Piney Point fault line crosses Magdalene near Cawdor Way and that the engineer planned to consult a fault-line expert. City of Hedwig Village
- Soldiers Creek work The August 2025 council minutes report that Harris County Flood Control District had completed its work on Soldiers Creek. City of Hedwig Village
- Storm sewer cleaning budget The 2026 budget sets aside $47,500 for storm sewer cleaning and tie-ins. City of Hedwig Village
- County hazard mitigation plan The city links residents to its Storm Water Management Plan and to the 2025 Harris County Multi-Jurisdiction Hazard Mitigation Plan update. City of Hedwig Village

Before you buy: the three things to check
- Tally trees and coverage before you design
The seven-tree minimum, per-tree fees of $2,500 to $5,000+ and the 40% impervious cap decide what fits on a lot. Get a tree survey and an as-built survey with coverage numbers before buying to rebuild or add a pool.
- Check drainage, floodplain and street work for the address
Look up the lot on FEMA's map and HCFCD's tool, ask for an elevation certificate, and ask the city whether the street is in the Westside Infrastructure Project or a later phase.
- Confirm zoning district and schools
Hedwig mixes residential Districts A and C with business districts along I-10. Confirm the lot's district on the city map and the zoned elementary with SBISD, since it changes by street.
