Five Reasons People Love Living in Bunker Hill Village
- 1Large lots by rule
New lots must be at least 20,000 sq ft in District A and 10,000 sq ft in District B. HAR's 2025 facts show median lots of 24,750 sq ft in Valley Forge (Harris), 20,125 in Flintwood and 20,360 in Flint Forest. Flintwood's median year built is 1967 and Valley Forge's is 1990.
Bunker Hill: lot subdivision rules HAR: Valley Forge (Harris) 2025 facts HAR: Flintwood 2025 facts
- 2Rules that protect the tree canopy
Every lot must keep at least one tree per 1,000 sq ft of lot area, and new construction must put a quarter of that count in the front yard. The city says its zoning has helped keep the wooded character of the villages.
- 3A building envelope you can read
Impervious surfaces may cover 45% of a lot and total coverage 55%. One-story homes may be 25 ft tall, and multi-story homes 35 ft in District A and 32 ft in District B, so you can see what a neighbor is allowed to build.
- 4Quiet hours for contractors
Construction is limited to 7 a.m. to 6 p.m. on weekdays and 8 a.m. to 5 p.m. on Saturdays, with no work on Sundays or seven listed holidays. Work vehicles must park on the lot.
- 5City-run billing and shared village services
Residents pay utility bills to the city, which contracts Texas Pride Disposal for trash, recycling and yard waste. Police come from Memorial Villages Police and fire and EMS from the Village Fire Department, which holds an ISO Class 1 rating.

Five Things You Should Know Before Moving to Bunker Hill Village
- 1A rebuild is a process
New homes, additions and major remodels start with a mandatory pre-development meeting. Expect an engineer-sealed drainage plan ($1,000 review), fire sprinklers, a tree survey and, on lots under recorded restrictions, certified-mail notice to neighbors before a permit.
Bunker Hill: new home construction rules Bunker Hill: pre-development meetings
- 2The 50% remodel rule
Work on 50% or more of a house by value or living area, counted over any 24 months, is treated as reconstruction and must meet every new-home rule, including sprinklers, drainage and tree counts.
- 3Tree rules follow the lot, not the seller
Removing any tree 5 inches or more needs a permit, dead or alive, and fines can reach $2,000 per tree per day. Owners since before February 20, 1996 have an exemption, but a buyer does not inherit it, and the city re-inspects trees 11 to 15 months after a new home is finished.
- 4A lot split is never a sure thing
Staff cannot promise that a lot can be divided. City Council decides, usually in 90 to 120 days, flag lots are not allowed, and each new lot needs below-ground detention for 100% of its area.
- 5Drainage and elevation homework
A new home's finished floor must sit at least 12 inches above the nearest sanitary sewer manhole. Check the address on FEMA's and HCFCD's maps and ask for an elevation certificate before you plan anything.

Michael’s Take Broker opinion, based on the sourced facts above
My take: In Bunker Hill you are buying land and trees as much as a house. If you plan to rebuild or add on, get a current survey, a tree survey and the zoning district before you write an offer, and book the pre-development meeting early. If you plan to keep the house, spend your option period on drainage, elevation and the condition of a home that may date to the 1960s.
Bunker Hill Village vs. Nearby Neighborhoods
Bunker Hill Village vs. Piney Point Village
Choose Piney Point Village and you gain: Even bigger lots in places, with a 35,910 sq ft median lot in Piney Point Shadows (HAR 2025), and caps of 30% house and 50% total coverage.
You give up: Piney Point Shadows' HAR 2025 median market value is $3,167,050, trees count from 3 inches, and schools can be Spring Branch ISD or Houston ISD.
Bunker Hill Village vs. Hunters Creek Village
Choose Hunters Creek Village and you gain: A 2025 city rate of $0.205164 per $100 against Bunker Hill's $0.271, and a 22,500 sq ft minimum lot.
You give up: Footprints are capped at 25% of the lot, and the city tied some Harvey (2017) home flooding to Buffalo Bayou backing up.
Bunker Hill Village vs. West University Place
Choose West University Place and you gain: Its own city water and trash service, a 2025 city rate of $0.229441 per $100 and Rice Village next door.
You give up: HAR's 2025 median lot is 7,500 sq ft, the median market value is $2,108,596, and schools are Houston ISD.
Questions buyers ask about Bunker Hill Village
Is Bunker Hill Village a good place to live?
It suits buyers who want a large, wooded lot in a residential village with its own zoning, where District A lots must be at least 20,000 sq ft and tree minimums apply to every lot. Services come from the city, Memorial Villages Police and the Village Fire Department. Before buying, check the zoning district, the tree rules and the drainage for the specific lot.

What are the downsides of living in Bunker Hill Village?
Building is slow and detailed: a mandatory pre-development meeting, engineered drainage, sprinklers, tree surveys and neighbor notice on restricted lots, and a remodel of half the house counts as a rebuild. Tree fines can reach $2,000 per tree, and a buyer does not inherit a long-time owner's 1996 tree exemption. Lot splits are up to City Council.

Building, renovation and tree rules
Rules below are summaries of the city’s or the association’s own pages and documents. Before you buy a home to remodel or rebuild, confirm the current rules and fees with the permit office named above.
Lots, setbacks, height and coverage
- Minimum lot size by district For subdividing a lot, the city requires at least 20,000 sq ft per lot in District A and 10,000 sq ft in District B, with minimum street width of 110 ft (A) or 80 ft (B), 40 ft on a cul-de-sac or curve, and minimum depth of 140 ft (A) or 110 ft (B). City of Bunker Hill Village
- Subdividing a lot Staff cannot say in advance whether a lot can be split: the Building Official and Planning and Zoning Commission review it and City Council decides, usually in 90 to 120 days. New lots must front a public street, flag lots are not allowed, and each new lot needs below-ground detention for 100% of its area sized for a 100-year storm. City of Bunker Hill Village
- District A setbacks In District A, the city's exhibit shows a 50 ft front setback (40 ft on a cul-de-sac), 20 ft side setbacks, and a rear setback of 25 ft for the first floor and 40 ft for the second floor. The exhibit is hard to read, so confirm with the city. City of Bunker Hill Village
- District B setbacks In District B, the exhibit shows a 25 ft front setback (20 ft on a cul-de-sac), a rear setback of 10 ft (first floor) and 25 ft (second floor), and 15 ft second-floor side setbacks on interior lots. First-floor side setbacks read differently in two city documents, so confirm with the city. City of Bunker Hill Village
- Lot coverage 45% / 55% Impermeable surfaces may cover at most 45% of a lot, and total coverage including permeable paving and pool water surface at most 55%. City right-of-way is excluded; the part of a private street on the lot is included. City of Bunker Hill Village
- Height limits Measured from average finished grade next to the foundation, a one-story home may be 25 ft tall in either district; a multi-story home 35 ft in District A and 32 ft in District B; accessory structures 18 ft; walls and fences 8 ft. City of Bunker Hill Village
- Upper windows and floor elevation Windows above the second story must face the front street, and a new home's finished floor must be at least 12 inches above the nearest sanitary sewer manhole. City of Bunker Hill Village
- Neighbor notice on restricted lots For new houses or additions beyond the existing footprint on lots under recorded restrictions, notice goes by registered or certified mail, return receipt requested, and the permit is issued no sooner than 5 business days after a complete notarized affidavit. City of Bunker Hill Village
- Pool setbacks A pool must meet the house setbacks unless it is in the rear third of the lot, where it must be at least 10 ft from the rear and side lines (20 ft or the neighbor's required yard depth from a corner lot's street side), measured from the water's edge. Pool equipment must be at least 5 ft from any lot line, and no part of a pool may sit in an easement. City of Bunker Hill Village
- Accessory buildings Garages, pavilions, outdoor kitchens and other accessory structures are capped at 18 ft and may not be used for sleeping or have a kitchen. The city's diagrams show accessory setbacks of about 10 ft (District A) and 5 ft (District B) from side and rear lines. City of Bunker Hill Village
- Minimum tree count Every lot must keep at least one tree per 1,000 sq ft of lot area (rounded up); larger trees count extra (2 or 3 trees each). New construction must place at least 25% of the minimum count in the front yard. City of Bunker Hill Village
- Demolition permit A demolition needs a lot coverage survey, utility disconnects (the sewer cap inspected by the city), tree and storm water protection, and a pre-demolition inspection. Trees may not be removed during demolition unless a building permit with approved tree removal has been issued. City of Bunker Hill Village
Trees
- Tree removal permit A free permit is required before removing any tree 5 inches or more in diameter at 4.5 ft, including dead, diseased or storm-damaged trees; trees under 5 inches, fallen trees, trimming and palms are exempt. City of Bunker Hill Village
- Tree replacement for construction When building, each protected (largest-class) tree removed needs two replacements of 5-inch caliper and 15 ft height, and qualified trees need one replacement per five removed. Replacement trees can also be bought through the city's offsite tree program. The city's own size definitions conflict (10-15 vs 15-20 inches for qualified trees), so confirm with the city. City of Bunker Hill Village
- One-year tree inspection The city re-inspects trees 11 to 15 months after the certificate of occupancy; an owner who falls short has 14 days to restore the minimum tree count. Violations can bring fines up to $2,000 per tree, each day a separate offense. City of Bunker Hill Village
- Tree protection fencing Before demolition or construction, trees to be kept need fencing at least 48 inches tall at the drip line (steel posts no more than 8 ft apart), with openings no wider than 18 inches and no storage inside. City of Bunker Hill Village
Permits, demolition and construction
- Council and P&Z meetings City Council meets the third Tuesday of each month at 5 p.m., with agendas posted 72 hours ahead. The Planning and Zoning Commission meets as needed on the fourth Tuesday at 11:30 a.m. City of Bunker Hill Village

- 50% reconstruction rule Work on 50% or more of an existing house by value or living area, counted over any 24-month period, is treated as reconstruction and must meet all new-home rules, including fire sprinklers, drainage and tree counts. City of Bunker Hill Village

Plans are one set, no sheet larger than 11 x 17 inches. City of Bunker Hill Village
- Fire sprinklers required Fire sprinklers are required in every new home and home reconstruction. The city allows one water meter per home (1, 1.5 or 2 inch). City of Bunker Hill Village
- Storm water protection Any project that disturbs soil needs storm water protection such as silt fencing, inlet protection or at least 10 ft of vegetated area, and contractors must clean mud and debris from streets daily. City of Bunker Hill Village
- Underground utilities All new utility service lines must be underground unless law requires otherwise, and new electrical service must be underground. City of Bunker Hill Village
- Construction hours Contractors may work 7 a.m.-6 p.m. Monday-Friday and 8 a.m.-5 p.m. Saturday; no work on Sundays or on New Year's Day, Memorial Day, July 4, Labor Day, Thanksgiving, Christmas Eve or Christmas Day. The city supplies work-hour notices in English and Spanish for posting at the site. City of Bunker Hill Village
- Construction site rules Sites need a green construction fence at least 5.5 ft tall, an enclosed and screened portable toilet, a dumpster and an all-weather drive, and work vehicles must park on the lot. Contractors carry at least $500,000 in general liability insurance; violations can bring stop-work orders and a $2,000 fine. City of Bunker Hill Village
- Inspections and fees Contractors register on the city's online portal before buying permits; inspection requests made by 3 p.m. are scheduled the next business day, and a failed inspection costs $100. The current fee schedule took effect January 21, 2026. City of Bunker Hill Village

- Fence rules Fences may be up to 8 ft along side and rear yards but are not allowed in the front yard or in front of the house, except a 3 ft subdivision-entrance fence on some corner lots. Replacing up to two sections or under 50% of pickets is a repair with no permit; other fence work needs one. City of Bunker Hill Village
- Pool barrier Pool barriers follow IRC Appendix AG105: at least 48 inches tall, no openings that pass a 4-inch sphere, and self-closing, self-latching gates that open away from the pool. Changing a pool's shape, depth or benches needs a new-construction permit. City of Bunker Hill Village
- 1996 owner exemption Owners who have continuously owned their home since before February 20, 1996 may remove trees, remodel or expand without the tree requirements, but new construction and reconstruction must still comply. A buyer does not inherit this exemption. City of Bunker Hill Village
Schools
- Elementary schools serving the village The city lists Bunker Hill Elementary (11950 Taylorcrest Road) and Frostwood Elementary (12214 Memorial Drive) as each serving part of the village, and Memorial Drive Elementary (in Piney Point Village) as serving a small portion. City of Bunker Hill Village
- Middle and high school split Per the city, Memorial Middle School serves the western part of the village, Spring Branch Middle School the eastern part, and Memorial High School serves the whole village. Confirm the exact address with SBISD's school finder. City of Bunker Hill Village
- SBISD 2026-27 boundary changes SBISD's November 2025 boundary proposal for 2026-27 named Shadow Oaks and Westwood elementaries and did not mention the Memorial-area schools; the district updates its zoned-school finder after approved changes. Spring Branch ISD
School assignments and attendance boundaries can change. Confirm the assigned schools directly with the district before making a housing decision.
Flood and drainage research
- Engineered drainage plan New homes, reconstructions and additions of 200 sq ft or more need a drainage design signed and sealed by a Texas registered civil engineer, following the city's Drainage Criteria Manual and detention worksheet. The review fee is $1,000. City of Bunker Hill Village
- Check flood maps by address Before buying, look up each address on FEMA's Map Service Center and the Harris County Flood Control District's flood education mapping tool. Harris County Flood Control District

- Confirm the zoning district and what can be built
Setbacks, height and minimum lot size differ between Districts A and B. Get a current survey, check the city's zoning map, and book a pre-development meeting before you commit to a rebuild or addition plan.
- Count the trees before you plan
The lot must keep one tree per 1,000 sq ft, 25% of them in the front yard on new construction, and large healthy trees cost two 5-inch replacements each. Have a tree survey done early; it can shape the house footprint.
- Check drainage, elevation and flood maps
Look up the address on FEMA's Map Service Center and HCFCD's mapping tool, ask for any elevation certificate, and budget for an engineer-sealed drainage plan and a finished floor at least 12 inches above the nearest sewer manhole on new construction.
