  1. 1
    Rules written in plain numbers

The city's District A and B parameters set minimum lots of 12,000 sq ft and 8,000 sq ft. The building may cover 40% of the lot, homes are limited to two stories and 35 ft, and even habitable attic space has a nine-point test.

  2. 2
    Garage-door trash pickup

The city collects garbage at the garage door on Monday and Thursday, recycling in a 65-gallon cart on Thursday and heavy trash at the curb on Thursday.

  3. 3
    A small, mostly residential city

Hilshire is the smallest of the six villages, about one-third of a square mile with about 304 residences, zoned into four residential districts and two small commercial districts off Westview and Wirt.

  5. 5
    Demolitions on a short leash

Five Things You Should Know Before Moving to Hilshire Village

  1. 1
    The highest village city rate

Spring Branch ISD's table shows Hilshire's city rate at $0.529226 per $100 for 2025, the highest of the six villages, though it has come down every year from $0.589884 in 2021. Only a proposed 2026 rate was found.

Spring Branch ISD tax office: village rates

  2. 2
    Ditches and drainage projects

Streets drain through city ditches, which the city has started regrading, and its capital list includes a drainage project on the channel between 1303 and 1307 Friarcreek Lane that needs HCFCD coordination.

Hilshire Village ditch grading Hilshire Village capital projects

  3. 3
    Building to the city's standard

A new home's slab must sit at least 12 inches above base flood elevation, an engineer's drainage plan and as-built certification are required, and sprinklers apply to new homes and to work costing more than half the home's value. Plans start with a pre-development meeting.

Hilshire Village building plan checklist (Rev 10-24-2025) Hilshire Village plans submittal

  4. 4
    Utility bills every two months

Inframark runs the city's water and sewer and bills every two months: $9.00 per 1,000 gallons, a $95 flat sewer charge, a $30 meter fee and $51.50 for garbage and recycling. New service needs a $500 deposit per meter.

    Hilshire Village utilities

  5. 5
    Overnight parking needs a permit

Parking on the street from 1 a.m. to 5 a.m. requires a city permit, and parking is banned near Westview and Wirt on parts of Glourie and Ridgeley.

Everyday Convenience in Hilshire Village

  • A small commercial strip The city's business directory lists a recording studio, a hair salon, a real estate office and a church among the firms at 8373 to 8399 Westview Drive, so groceries and most errands mean leaving the village. Hilshire Village commercial district

Michael’s Take Broker opinion, based on the sourced facts above

My take: Hilshire is small enough that you can read every rule that applies to your lot in one sitting, and I would. Run the true cost with the higher city rate and the bimonthly utility bill, look at the ditch in front of the house after a hard rain if you can, and follow TxDOT's I-10 meetings if the home is near the freeway.

Hilshire Village vs. Nearby Neighborhoods

Hilshire Village vs. Spring Valley Village

Choose Spring Valley Village and you gain: A 2025 city rate of $0.395 per $100, city-run water, sewer and garbage, and its own 24-hour police department.

You give up: Spring Valley allows 60% lot coverage behind the front building line and 36 ft heights, and HAR's 2025 median year built in Spring Valley is 1961.

Hilshire Village vs. Hedwig Village

Choose Hedwig Village and you gain: A 2025 city rate of $0.336334 per $100 and more than 40 restaurants on the I-10 frontage and Gaylord Drive.

You give up: Business districts sit beside the homes, and west-side streets are under drainage construction.

Before you buy: the three things to check

  1. Drainage and the lot's elevation

Hilshire drains through street ditches the city is regrading, and it has a drainage project on Friarcreek Lane. Check the address on FEMA's map and HCFCD's tool, get an elevation certificate, and if you plan to build, budget for the engineer's drainage plan and the 12-inch-above-BFE slab rule.

    Source · Source · Source · Source

  2. Zoning district and buildable area

Lot minimums, front setbacks (30 or 40 feet in R-1) and side setbacks change by district, and Wirt Road and Westview lots have deeper setbacks. Confirm the district on the city zoning map and hold the pre-development meeting before you buy to rebuild.

    Source · Source · Source

  3. Deed restrictions the city won't enforce

The city enforces zoning only. Read the recorded deed restrictions for the specific subdivision in the title commitment, since they may be stricter than city rules.
