Love the idea of a late 1950s neighborhood where lots cannot be split and every house is capped at 30 feet? Memorial Forest belongs on your list. Just confirm which city the address is in first, because part of the civic club's area sits in Bunker Hill Village with a different tax rate, police and trash hauler.

On any Memorial Forest address, the first thing I would pull is the HCAD account, because a Houston address and a Bunker Hill address are taxed, policed and permitted differently.

Five Reasons People Love Living in Memorial Forest

  1. 1
    Lots that stay whole

The deed restrictions require lots of at least 8,000 square feet and 70 feet wide that cannot be further subdivided. Buildings plus driveways, walks and other hard surfaces may cover no more than 60% of the lot.

    Memorial Forest deed restrictions

  2. 2
    A consistent street look

Homes are capped at 30 feet above the slab with a roof pitch of at least 6:12, garages sit at the rear at least 30 feet behind the front elevation, and first story front and side walls must be at least 90% brick or other masonry.

    Memorial Forest deed restrictions

  3. 3
    Services paid through the assessment

More than half of each year's assessment pays for a constable patrol shared with nearby neighborhoods. It also covers weekly mosquito spraying from April through November, upkeep of the Gessner esplanade and twice weekly trash pickup.

  4. 4
    No short leases

Leases shorter than six consecutive months are treated as a prohibited business use, apart from a short lease tied to the sale of the lot.

  5. 5
    Bigger homes and lots

Five Things You Should Know Before Moving to Memorial Forest

  1. 1
    Houston or Bunker Hill Village

Most homes are in the City of Houston, but some addresses in the civic club's area geocode to Bunker Hill Village. The 2025 city rate is $0.519190 per $100 in Houston and $0.271000 in Bunker Hill, and police, permits and trash service differ too. Check the HCAD account.

Memorial Forest Civic Club security City of Houston 2025 tax rate notice Spring Branch ISD Tax Office rates

  2. 2
    Roof rules are specific

Tile roofs and most metal roofs are not allowed, and shingle colors must come from an approved list dated May 15, 2022. Any exterior change, including a reroof, needs ACC approval before work starts.

Memorial Forest deed restrictions Memorial Forest architectural review

  3. 3
    The assessment is not public

Assessments are mandatory in every section and a lien can be filed for nonpayment, but the amount is only in the member portal. The civic club also charges a $100 transfer fee, a $50 refinance fee and $50 for a resale certificate.

    Memorial Forest Civic Club FAQs

  4. 4
    The swim club is separate

Memorial Forest Club at 12122 Memorial Drive is a members only club with three pools. Living in the neighborhood does not make you a member, and the civic club is not affiliated with it.

    Memorial Forest Civic Club FAQs

  5. 5
    Floodplain rules for rebuilds

Inside Houston, building in a mapped 100 year or 500 year floodplain needs a city floodplain development permit, and since 2018 new homes there must sit 2 feet above the floodplain level. Check the lot on FEMA's map and HCFCD's tool before planning a rebuild.

Who Might Love Memorial Forest?

  • Buyers who want 1950s and 1960s lots that deed restrictions keep from being split
  • Buyers who like a uniform brick streetscape with rear garages
  • Buyers who want trash, mosquito spraying and a patrol handled through one assessment
  • Buyers who want to be inside the Memorial area of Houston rather than a separate village

Who Might Prefer Somewhere Else?

  • If you want much larger lots and a village government, look at Bunker Hill Village, where District A lots must be at least 20,000 square feet.
  • If you want a pool club you can join on published terms, compare Memorial Bend.
  • If you plan a taller house or a tile roof, these restrictions will not fit; read the rules of any neighborhood before you design.

Everyday Convenience in Memorial Forest

  • Trash days Texas Pride Disposal picks up trash Wednesdays and Saturdays and recycling Wednesdays for Houston addresses, billed through the assessment with a City of Houston rebate; Bunker Hill Village addresses use Republic. Memorial Forest garbage and recycling
  • Mosquito spraying The civic club sprays weekly from April through November, usually on Thursday nights. Memorial Forest Civic Club amenities
  • No garage sales Garage sales and advertised estate sales count as deed restriction violations, and signs are not allowed on the esplanade or at the Memorial Drive entrance. Memorial Forest Civic Club amenities

The Real Estate Reality

Median closed sale price, recent closed sales, price per square foot, days on market and inventory for Memorial Forest come from the MLS, and HAR’s public pages do not publish them by neighborhood, so we do not show them here. Ask for a current MLS report for the streets you are considering. Full sources are on the Memorial Forest Fact Sheet.

Michael’s Take Broker opinion, based on the sourced facts above

My take: On any Memorial Forest address, the first thing I would pull is the HCAD account, because a Houston address and a Bunker Hill address are taxed, policed and permitted differently. If you plan to reroof, add on or rebuild, read the restrictions before you make an offer; height, roof material, masonry and garage placement are all spelled out. And if the pool club matters, ask about membership on its own, since the house does not come with it.

Memorial Forest vs. Nearby Neighborhoods

Memorial Forest vs. Bunker Hill Village

Choose Bunker Hill Village and you gain: Bunker Hill's 2025 city rate is $0.271000 per $100 against Houston's $0.519190, and its District A lots must be at least 20,000 square feet.

You give up: Rebuilding there is a multi step process with a pre development meeting, engineered drainage, fire sprinklers and tree surveys.

Memorial Forest vs. Memorial Bend

Choose Memorial Bend and you gain: Memorial Bend allows a 33 foot house and 70% coverage, and its pool, tennis and pickleball club publishes its dues.

You give up: Memorial Bend borders Buffalo Bayou, and its posted declaration states the assessment inconsistently.

Memorial Forest vs. Nottingham Forest

Choose Nottingham Forest and you gain: Nottingham Forest folds resident club membership, with pools, lighted courts and a 5 acre park, into its assessment.

You give up: HAR's 2025 median lot there is 9,085 square feet against 10,625 in Memorial Forest.

Questions buyers ask about Memorial Forest

Is Memorial Forest a good place to live?

It suits buyers who want a late 1950s Memorial neighborhood with lots that cannot be split, a 60% coverage cap and a 30 foot height limit. The assessment covers a shared constable patrol, mosquito spraying and trash pickup. Check which city the address is in, the roof rules and the assessment before you buy.

What are the downsides of living in Memorial Forest?

Some addresses in the civic club's area are in Bunker Hill Village, which changes taxes, police and permits. Roof materials and colors are restricted, the assessment amount is not published, and the nearby swim club is a separate membership the house does not include.
