West Houston: Katy, Cinco Ranch, Fulshear and the I-10 Corridor

The Energy Corridor, Katy, Cinco Ranch, Fulshear, Bridgeland, Towne Lake and the master-planned communities along I-10 and the Grand Parkway.

Overview

Three counties along I-10

West Houston crosses the Harris, Fort Bend and Waller county lines, so the appraisal district, county tax rate and floodplain office change with the address even within one master-planned community. Many communities here are served by municipal utility districts, which add their own tax rate to the bill.

Compare the communities’ HAR figures and school districts below, then open each guide for its official MUD and association records. The questions cover the counties, school-zone lookups, flood tools and roads that apply across the region.

Figures come from each community’s own fact sheet: HAR.com 2025 neighborhood facts (a range when HAR keeps several neighborhood records; market value is the appraisal district’s figure, not a sale price).

Property taxes

Each address has its own taxing units (city, county, school district, any MUD). The appraisal district account lists them; each community’s sheet shows the official rates we could confirm.

Schools

School assignments and attendance boundaries can change. Confirm the assigned schools directly with the district before making a housing decision.

Neighborhood FAQ

West Houston: common questions

7 direct answers about West Houston, researched by Michael O’Neal’s team from official and public sources. Each answer lists its sources and the date we checked them; facts that change (fees, tax rates, school zones) should be confirmed for the specific address.

Which school districts serve Katy, Cinco Ranch and Fulshear?

Katy ISD provides SARA (School Assignment by Residential Address) for looking up schools by address. Lamar Consolidated ISD, headquartered in Rosenberg, links a School Finder for its attendance boundaries. District lines do not follow city or subdivision names, so enter the exact address in the district's tool and treat TEA's district map as approximate.

Which appraisal district handles a West Houston address in Harris, Fort Bend or Waller County?

West Houston spans three appraisal districts: HCAD (hcad.org) for Harris County, Fort Bend Central Appraisal District (fbcad.org) for Fort Bend County, and Waller CAD (waller-cad.org) for Waller County, per the Texas Comptroller. FBCAD's site searches by address, owner or ID, and Fort Bend County's Truth in Taxation summary lists each taxing unit; the Harris County Tax Office posts adopted rates for 2022 to 2026. Find which county the address is in first, then read its taxing units (ISD, city, MUD, LID or ESD) on that appraisal district's record.

What do the Addicks and Barker reservoirs mean for West Houston buyers?

The U.S. Army Corps of Engineers operates the Addicks and Barker dams. On Aug. 28, 2017, during Hurricane Harvey, the Corps' Galveston District announced that water from Addicks and Barker dams extended beyond government-owned reservoir land. Ask the seller for flood history and the Texas seller's disclosure, and check the address on FEMA's Flood Map Service Center and HCFCD's MAAPnext draft maps.

How do I check the floodplain for a Fort Bend County address near Katy or Fulshear?

Fort Bend County's Drainage District links a Floodplain Mapping Tool and FEMA's National Flood Hazard Layer viewer; the county's page lists its FEMA maps as effective April 2, 2014. Harris County addresses can also be checked against HCFCD's MAAPnext draft maps, which are for awareness only until FEMA finalizes them. Look up the address on FEMA's Flood Map Service Center and the county tool, and ask for any elevation certificate.

How do Fulshear, Katy-area master-planned communities and the Energy Corridor differ on paper?

Fulshear is an incorporated city (its history page dates incorporation to 1977), while a master-planned community nearby may sit outside the city and get water and sewer through a MUD, which TCEQ says can levy taxes and issue bonds. The Energy Corridor District is a business district with a governing board that has worked since 2001 across more than 2,000 acres along I-10 from Kirkwood Road to west of Barker Cypress Road. Check the address's appraisal district record and the MUD notice to purchaser to see whether it is in a city, its ETJ or a utility district.
