North Houston: Communities Along I-45, SH 249 and the Grand Parkway

The Woodlands, Spring, Klein, Tomball, Conroe, Magnolia, Montgomery, Willis and Lake Conroe: north Harris County and Montgomery County, compared on paper.

Overview

How North Houston is organized

North Houston on this site runs from the north Harris County suburbs up I-45 and SH 249 into Montgomery County and around Lake Conroe. Much of it is unincorporated, so the services a home gets depend on whether it sits in a city, in The Woodlands Township or in a utility district, and the school district follows the address rather than the community name.

Use the summary below to compare the communities’ HAR home figures and school districts, then open each guide for its official tax rates, association records and flood research. The questions further down cover the counties, appraisal districts, flood tools, toll roads and commuter buses that apply across the region.

Figures come from each community’s own fact sheet: HAR.com 2025 neighborhood facts (a range when HAR keeps several neighborhood records; market value is the appraisal district’s figure, not a sale price).

Property taxes

Each address has its own taxing units (city, county, school district, any MUD). The appraisal district account lists them; each community’s sheet shows the official rates we could confirm.

Schools

School assignments and attendance boundaries can change. Confirm the assigned schools directly with the district before making a housing decision.

Flood research

Flood zones are mapped parcel by parcel; no guide can tell you whether a particular house has flooded or will flood.

Neighborhood FAQ

North Houston: common questions

8 direct answers about North Houston, researched by Michael O’Neal’s team from official and public sources. Each answer lists its sources and the date we checked them; facts that change (fees, tax rates, school zones) should be confirmed for the specific address.

Which school districts serve The Woodlands, Conroe, Magnolia, Montgomery and Willis in North Houston?

The Woodlands Township says homes in The Woodlands are served by Conroe ISD, Tomball ISD or Magnolia ISD, depending on the address. Elsewhere in Montgomery County, Conroe ISD has a Find My School tool and feeder-zone maps, Magnolia ISD has a School Site Locator Map, Montgomery ISD posts elementary, junior high and high school zoning maps, and Willis ISD posts 2026-27 elementary and middle school zone maps (as of Nov 2026). Enter the exact address in the district's own locator or zone map, and call the district if the address sits near a boundary.

Which school districts serve Spring and Klein in north Harris County?

Spring and Klein are not single school districts by address: Spring ISD and Klein ISD each serve parts of north Harris County, and some North Houston addresses fall in other districts. Klein ISD links a school finder (kleinisd.net/zoning) and Spring ISD has a School Zone Finder under Attendance Boundaries. TEA's School District Locator shows only approximate district lines and no attendance zones, so confirm the zoned campuses for the address with the district's own finder.

How do I look up the property tax rate and taxing units for a North Houston address?

Montgomery County properties are appraised by the Montgomery Central Appraisal District (mcad-tx.org) and taxes are collected by the Montgomery County Tax Assessor-Collector (mctotx.org); north Harris County properties are appraised by HCAD (hcad.org) and collected by the Harris County Tax Office (hctax.net), per the Texas Comptroller's county directory. The Harris County Tax Office's Truth in Taxation summary lists each unit's adopted rate for tax years 2022 through 2026 (2026 rows were still blank as of Nov 2026). Look up the account on the appraisal district site to see every taxing unit (county, ISD, city or MUD, emergency services district) attached to that address, then check each unit's adopted rate.

Is The Woodlands a city, and how do Spring and Klein compare?

The Woodlands is not incorporated: The Woodlands Township is a special-purpose district, and in November 2021 voters chose to keep that governance model after a 2019-2021 incorporation study. Spring is a census-designated place (the Census Bureau's QuickFacts lists Spring CDP with 62,559 residents in the 2020 Census), not a city, so services in unincorporated areas often come from Harris County and utility districts. Check the address's taxing units on the appraisal district record to see whether it is inside a city, the Township or a MUD.

Why do many North Houston homes pay a MUD tax, and how can a buyer find out before closing?

Outside city limits, many North Houston subdivisions get water, wastewater and drainage from a municipal utility district (MUD), which TCEQ says can levy taxes and issue voter-approved bonds and is usually governed by an elected board. TCEQ's water district guide says most such districts must prepare a notice to purchaser showing the district's name, bonds, current tax rate and whether the property is inside a city or its extraterritorial jurisdiction, which the seller usually gives the buyer when the contract is signed. Ask for that notice and compare it with the MUD listed on the MCAD or HCAD account for the address.

How do I check flood risk for a home in Montgomery County or north Harris County?

Start with FEMA's Flood Map Service Center, which searches the official flood map by address. Montgomery County's Floodplain Administration offers a location check for floodplain and floodway and handles floodplain permitting; for Harris County addresses, HCFCD's MAAPnext shows draft updated maps that FEMA is developing, which are not yet final for insurance or regulatory use. Spring Creek's watershed alone covers about 284 square miles across Harris, Montgomery, Waller and Grimes counties, so look up the specific address on the FEMA map and the county tool and ask the seller for the Texas seller's disclosure and any elevation certificate.

TxDOT lists the Montgomery County Toll Road Authority as operator of SH 249 from Spring Creek to Pinehurst and HCTRA as operator of the Hardy Toll Road. Check TxDOT and the toll authority for current construction and toll rates on a specific route.
